About the role

The Missouri National Guard employs approximately 430 state employees to support day-to-day operations and ensure mission readiness. This position oversees the Accounting, Grants, Tuition Assistance, and Budget staff at the Ike Skelton Training Site in Jefferson City, Missouri.

State Resources Financial provides financial support to the Missouri National Guard, including processing, analyzing, and approving complex financial transactions for federal/state cooperative agreements, state financial programs, and emergency duty missions. The role involves preparing internal budgets, fiscal reports, financial projection reports, and cost allocation plans, as well as providing guidance on financial policy evaluation, development, and implementation.

Additional responsibilities include overseeing internal controls over expenditures and budgets in SAM II Financial, preparing and analyzing control reports, and ensuring compliance with federal/state financial laws and regulations. The position also serves as the security coordinator for state networks and applications, including SAM II Financial, SAM II HR, Missouri BUYS, and MOVERS.

Responsibilities

  • Oversee day-to-day operations for Accounting, Grants, Tuition Assistance, and Budget staff.
  • Process, analyze, evaluate, prepare, and approve complex financial transactions, statements, revenue, and expenditures for 18 federal/state cooperative agreements and 24 state financial programs.
  • Prepare internal budgets for federal/state cooperative agreements and state financial programs.
  • Prepare detailed budgetary and fiscal reports for internal and external distribution.
  • Assist leadership in preparing financial projection reports and cost allocation plans.
  • Provide guidance and recommendations on financial policy evaluation, development, and implementation.
  • Oversee internal controls over expenditures, projects, and budgets in SAM II Financial.
  • Prepare and analyze control reports reflecting allotments, expenditures, and fund balances.
  • Ensure federal/state funding is expended in accordance with financial laws, rules, and regulations.
  • Serve as the security coordinator for state networks and applications (SAM II Financial, SAM II HR, Missouri BUYS, MOVERS).
  • Supervise 6 employees, including training, monthly and quarterly Engage meetings, weekly staff meetings, and recruiting.

Requirements

  • Bachelor’s Degree.
  • 5-7 years of experience in fiscal or administration (substitutions may be allowed).
  • 2-4 years of supervisory experience.
  • Experience with SAM II Financial and Missouri BUYS.
  • Knowledge of accounting principles and practices.
  • Advanced knowledge of Microsoft Office (Excel, Word, and Access).

Preferred Qualifications

  • Working knowledge of the principles and practices of fiscal administration, including budgeting, contract preparation, and reporting.
