About the role
The NYC Department of Finance (DOF) administers the city’s tax revenue laws fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. The Property Valuation and Tax Mapping division values over one million properties in the city, overseeing assessments and valuations equitably to enable efficient property tax revenue collection.
The Compliance and Quality Assurance Units within the Property Division serve as independent functions promoting quality assurance, consistency, and integrity in property valuation, exemptions, and the administration of the Non-Primary Residence Surcharge. These units also assist with Primary Residence Verification (PRV) exemption requests from property owners who disagree with DOF determinations regarding PRV eligibility and the surcharge levy. The overall goal is to ensure the accuracy and integrity of the assessment roll, including matters related to the Non-Primary Residence surcharge; promote consistent application of policies and procedures by assessors and processors; foster transparency, accountability, and integrity throughout the assessment process; and provide recommendations to improve operations, training, resource development, and business processes.
Responsibilities
- Develop familiarity with Non-Primary Residence Surcharge rules related to Trusts, Life Estate Trusts, and Limited Liability Corporations.
- Review Primary Residence Verification Appeal submissions to ensure required documentation is provided and conduct fact-checking of signed Affidavits to verify signature validity.
- Develop familiarity with reviewing homestead exemption records in other states to verify primary residence eligibility.
- Lead the collection and analysis of data and decision criteria to develop and maintain Standard Operating Procedures for Primary Residence Verification Appeal determinations.
- Update procedures as needed and serve as the unit’s liaison with DOF Legal on unresolved or emerging categorical decisions related to Primary Residence Verification.
- Provide support to designated representatives within the unit and agency to ensure accurate and timely communication with the public and property owners regarding Non-Primary Residence Surcharge rules.
- Assist in addressing questions, resolving issues, and ensuring inquiries are addressed in a timely manner.
- Respond to complex data reporting requests from various Property Division units within tight deadlines.
- Develop and generate reports using PTS and other computer systems to support data inquiries, analysis, and the dissemination of results.
- Improve and increase data availability for management and Quality Assurance staff by assisting with data parcel clean-up, identifying and implementing additional data sources for use with valuation and exemptions processing.
- Work to consolidate and streamline data sources and reports.
Requirements
- A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a Juris Doctor degree from an accredited law school; or
- A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in one or a combination of the following areas:
- Working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research;
- Management or methods analysis, operations research, organizational research, or program evaluation;
- Personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or
- A related area.
- An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory full-time professional experience as described above; or
- A four-year high school diploma or its educational equivalent and six years of satisfactory full-time professional experience as described above; or
- A combination of education and/or experience equivalent to the above. College education may be substituted for professional experience at the rate of 30 semester credits for one year of experience. However, all candidates must have a high school diploma.
Preferred Skills
- Above-average written communication skills.
- Intermediate to advanced experience with Microsoft Office Suite Programs.
- Familiarity with Property Valuation and Exemption Processing.
- Familiarity with computer software programs and programming languages.

Pay
$62,517.00 – $71,894.00
