Acquisition Analyst IV

Position Summary

Odyssy Systems is recruiting for an Senior Acquisition Analyst. This position supports PM Soldier Survivability (SSV), based at Fort Belvoir, VA and Huntsville, AL. Key responsibilities include engineering, quality assurance, test support, acquisition support, business management, logistics, fielding support, operations support, and administrative support. PM SSV equips, clothes, and protects Soldiers to maximize performance and enhance future capability.

Responsibilities

• Executes acquisition management across an entire product line
• Captures and staffs all Milestone documentation
• Aids in determining contracting strategy, prepares contracting documents, and coordinates activities with Army Contracting Command
• Participates in source selection boards and conducts technical evaluations
• Leads and oversees product Integrated Product Teams (IPTs), test events, test reviews, and product demonstrations
• Aids in providing contract oversight for assigned products
• Maintains and manages the program budget and master schedule
• Identifies cost, schedule, and performance tradeoffs
• Develops and drafts Acquisition Strategies, Acquisition Plans, and other acquisition documents
• Leads tasks supporting pre-award contracts, financial management, risk management, total ownership cost determination, and contract coordination
• Collaborates with local procurement contracting officers on contracting actions
• Performs acquisition strategy requirements

Qualifications

• Citizenship: Must be a US citizen
• Clearance: Secret
• Education: BA or BS
• Years of Experience: At least 18 years in DoD Acquisition
• Technical Skills: Expert knowledge and demonstrated skills in: Managing cost, schedule, performance in a program office; Product Life Cycle Management; Project Team Management; Preparing Acquisition and Contracting documents including J&A Source Selection Plans, PWS, IGCE, D&F, WAWF, iRAPT, Cost analysis; Project Management database management; GFEBS; DODI 5000.02; Defense Acquisition System; JCIDS; Interpersonal Skills; Capability to work effectively with a broad range of people with a wide variety of technical skills and experience; Ability to react quickly in a rapidly changing environment, motivate and manage a team, and support staff; Ability/experience managing professional personnel in a defense environment; Ability/experience managing contract execution in a defense environment (hours, vacancies, funding, performance, quality); Ability/experience managing contract financial execution/tracking/expenditures in a defense environment; Ability/experience interfacing regularly with Government clients (Military and Civilian) on all aspects of contract execution.
