Duties and Responsibilities

  • Independently apply professional accounting techniques to reconcile Florida Accounting Information Resource (FLAIR) Records with the Department of Financial Services (DFS) Appropriation Ledgers for the Department of Health (DOH).
  • Reconcile accounting records for complex budget entities, involving multiple general ledgers and related subsidiary accounts.
  • Utilize working knowledge of DFS and departmental accounting procedures, including types of transactions, transaction requirements, report content, coding schemes, DOH peripheral accounting systems input, and the relationship of accounts used in DFS and FLAIR ledgers.
  • Perform the analyst role for reconciling the Department's accounting records to DFS appropriation ledgers, compiling information from FLAIR (including data from 67 county health department trust funds and all other DOH trust funds and General Revenue).
  • Use the Department's automated reconciliation system to balance departmental transactions with state account balances, completing reconciliation for 100% of DOH’s trust funds and monitoring for completion.
  • Resolve discrepancies between Departmental and State Account records.
  • Process 100% of expenditure reconciliation, shared inbox corrections, and p-docs (warrant cancellations, salary adjustments, DMS insurance adjustments, etc.) for County Health Departments and Central Office program areas, monitoring consortiums and Stand-Alone CHDs for completion.
  • Execute the monthly and daily dual-year Automated Reconciliation System, verifying Departmental and State Accounts cash balances monthly and daily during dual-year processing.
  • Troubleshoot issues with the automated process alongside IT support staff.
  • Provide technical assistance to fiscal offices, auditors, and others responsible for reconciliation or analyses of accounting records and reports.
  • Train CHDs and new employees on the reconciliation process, data analysis, and selecting appropriate correcting entries.
  • Assist the reconciliation unit supervisor in preparing materials and presentations related to reconciliation.
  • Research and analyze accounting documents affecting reconciliations to initiate memorandums and adjustment advice, ensuring reconciling items are addressed promptly.
  • Process correction requests from the Office of Budget and Revenue Management section.
  • Complete special projects and other related duties as required, including cross-training within Finance and Accounting.

Required Knowledge, Skills, and Abilities

  • Knowledge of data processing principles, practices, and techniques applicable to large-scale computer systems.
  • Knowledge of accounting policy, practices, and procedures.
  • Knowledge of FLAIR (Florida Accounting Information Resource).
  • Knowledge of basic management principles.

Qualifications

  • May be required to work before, during, and/or beyond normal work hours or days in the event of an emergency (e.g., working in special needs or Red Cross shelters, or responding to disaster threats).
  • Must be willing to physically come into the office to perform duties and responsibilities.

Preferred Qualifications

  • Experience with Excel, Microsoft Word, and Data Entry.
