ACCOUNTING ADMINISTRATOR I (SUPERVISOR)

About the Role
The Office of the State Controller (SCO) is California’s chief fiscal officer, ensuring accountability and transparency of the state’s financial practices while promoting fairness and opportunity for all. The Local Government Programs and Services Division (LGPSD) partners with local governments across the state to promote transparency, accountability, and fiscal responsibility. This division oversees financial audits, provides guidance on state-mandated programs, and ensures local governments comply with reporting requirements—helping safeguard public funds.
In this role, you will provide leadership, plan, direct, and evaluate the work of staff administering multiple programs. You will maintain consistent regular attendance and perform a full range of duties under general direction, utilizing knowledge of California laws, fiscal accounting rules, governmental accounting principles, and procedures prescribed by the State Controller’s Office.
Responsibilities
- Monitor accounting transactions and output from accounting systems and Fi$Cal for timeliness and accuracy.
- Review monthly reconciliations and financial reports to ensure accuracy.
- Monitor non-accounting functions to ensure timeliness and accuracy.
- Ensure billings are prepared and mailed timely.
- Monitor the timeliness and quality of responses to customer inquiries and assist staff with problem resolution.
- Participate as a leader on improvement projects involving accounting and billing activities.
- Coordinate with staff from the Information Systems Division, Fi$Cal, and division IT to enhance or modify automated systems and processes.
- Oversee the development and implementation of unit procedures and policies; cross-train staff to ensure continuity of functions.
- Participate as a member of the management team in developing solutions to bureau issues, system changes, policies, and business plans.
- Review and approve work schedules and time sheets.
- Manage the recruitment process, including hiring staff in accordance with division policies.
- Foster individual growth through coaching, mentoring, and regular performance evaluations (e.g., probation reports, performance appraisals, individual development plans).
- Conduct bi-weekly one-on-one meetings and weekly unit meetings.
- Provide regular feedback to staff on performance.
- Work with section management to prepare budget change proposals, requests for legal opinions, and legislative proposals.
- Monitor and track workload to identify resource needs and business process improvements.
- Assess current processes and collaborate with staff to update and implement internal controls to protect state assets.
- Lead the section in accomplishing department, division, and section mission, vision, goals, and objectives.
Requirements
- Knowledge of California laws, fiscal accounting rules, and regulations (e.g., State Administrative Manual, Uniform Codes Manual).
- Knowledge of governmental accounting principles and procedures prescribed by the State Controller’s Office.
- Experience in leadership, planning, directing, and evaluating staff work.
- Resume, cover letter, degree/transcripts (or degree evaluation), and Statement of Qualifications are required as part of the application package.
- Must pass the Accounting Administrator I (Supervisor) Examination.
Pay
$7,172.00 - $8,910.00 per month. New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable.
