ACCOUNTANT V

About the role

The Department of Budget and Fiscal Services, Treasury Division, is seeking an Accountant V to support critical financial operations for the City. Key responsibilities include maintaining and reconciling treasury cash records, processing bond payments, preparing financial reports, and ensuring regulatory compliance.

Responsibilities

• Maintain and reconcile accounting records for treasury cash receipts, disbursements, investments, and debt transactions.
• Set up and maintain debt service ledgers for bonds, bond anticipation notes, and other financing instruments.
• Process and monitor payments of matured bonds and interest obligations to ensure timely and accurate disbursements.
• Prepare financial reports and compliance reports for internal leadership and external agencies, including the U.S. Securities and Exchange Commission and the Internal Revenue Service.
• Review financial data, reconcile accounts, and prepare journal entries and supporting schedules.
• May supervise and coordinate the day-to-day work of accounting staff, including Accountant IVs and Senior Account Clerks.
• Perform other duties as assigned.

Requirements

• Equivalent to a bachelor’s degree in accounting or business administration with at least 12 semester credits in accounting or auditing courses.
• Four (4) years of progressively responsible work experience in professional accounting, including or supplemented by work experience demonstrating aptitude or potential for the performance of supervisory duties.
• A Master's degree in Accounting from an accredited four-year college or university may substitute for one of the required four years of professional accounting experience.

Qualifications

• Citizen, national, or permanent resident alien of the United States, or a non-citizen eligible under federal law for unrestricted employment.
• Knowledge of principles and practices of commercial and governmental accounting.
• Knowledge of preparation and analysis of financial statements and reports.
• Knowledge of public fiscal administration including budgeting and financial reporting.
• Knowledge of accounting system and procedures of the assigned agency.
• Knowledge of principles and practices of supervision.
• Ability to devise and install accounting methods, techniques and procedures.
• Ability to plan, assign and direct the work of subordinates.
• Ability to prepare complete and accurate reports and standards.
• Ability to analyze data, detect errors and correct inconsistencies in accounting records.

Skills
