About the Agency
The St. Paul Public Housing Agency (PHA) is an independent agency that owns and operates affordable rental housing for low-income families and individuals throughout the City, with subsidies from the U.S. Department of Housing and Urban Development (HUD). The PHA provides approximately 4,273 affordable rental units and administers 5,242 Housing Choice Vouchers, paying over $45 million annually in federal rent subsidies to private owners.
The PHA helps families and individuals with low incomes achieve greater stability and self-reliance by providing safe, affordable, quality housing and links to community services.
About the Role
This is an entry-level administrative support position within the Housing Choice Voucher (HCV) Department. The role involves performing routine office support duties following clearly established procedures. Incumbents serve as the primary receptionist for HCV inquiries and provide general administrative assistance to the department.
Responsibilities
- Answer telephones and emails, acting as the primary receptionist for HCV inquiries from tenants, the general public, and other agencies.
- Perform front desk and telephone duties according to HCV Department procedures, including transferring calls to appropriate staff.
- Handle office support tasks such as stuffing envelopes, folding and mailing applications, processing returned mail, and mailing requested information.
- Pull Enterprise Income Verification (EIV) reports and rePortal reports for upcoming annual recertifications, and prepare annual recertification packets.
- Make copies of regularly used forms, file documents, and assist with miscellaneous projects.
- Support staff by ordering office supplies, generating and mailing inspection letters, and assisting with rent roll processing.
- Maintain the Information Retention and Document Imaging Process.
- Adhere to all PHA policies, including those prohibiting discrimination and harassment, as well as safety procedures.
- Perform other duties of a similar nature or level as assigned.
Requirements
- Graduation from high school or GED.
- Six months of work experience in an office setting.
- Knowledge of customer service techniques, telephone etiquette, basic record-keeping practices, and English grammar and punctuation.
- Proficiency in using computers and related software applications, including Microsoft Excel, Microsoft Word, and Adobe Acrobat.
- Ability to receive, review, and organize applications, forms, and other documents; maintain accurate files and records.
- Strong communication and interpersonal skills for interacting with coworkers, supervisors, and the public.
Preferred Qualifications
- One year of work experience in an office setting.
- Experience working with ethnically, culturally, and economically diverse populations.
Physical Requirements
Light Work: Exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly to move objects. The role may require significant walking or standing, sitting with arm or leg controls, or working at a production-rate pace.
