About the Role

Manage and direct fiscal operations functions as assigned, including maintenance and communication of processes, policies, and reporting. Ensure VDOT compliance with Commonwealth Policies and Procedures, GAAP, and State and Federal laws. Provide research and analysis on financial activity on a periodic basis. Propose process improvements and policy or process changes as needed. Oversee performance reporting and auditing.

Responsibilities

  • Oversee and manage VDOT Fiscal Division’s General Accounting and Cash Receipts sections.
  • Coordinate periodic accounting functions, including cash receipts, deposit review and approval, banking services, fiscal analysis, fluctuation analysis, journal entry review and posting, agency-to-agency transfers, reconciliations, and consult on accounting treatments to ensure compliance with GAAP and Commonwealth’s accounting policies.
  • Accounting Operations: Manage and direct general accounting operations, toll facility funds, Transportation Trust Funds, Highway Maintenance and Operations Fund, and Bond funds. Provide general accounting guidance to VDOT executive management, financial staff, and other users of VDOT financial data.
  • Collaboration: Work with Accounts Receivable, Project Accounting, and Financial Reporting to determine new or updated work processes within the General Accounting and Cash Receipts sections.
  • Documentation, Internal Controls, and ARMICS: Ensure timely and complete responses to management and auditor requests for information. Interpret and respond to Code of Virginia requirements, Commonwealth procedures, policies, or directives. Maintain proper file documentation and record retention standards.
  • Documentation: Administer and document all chart field maintenance changes and system monthly and yearly closing functions.
  • Legal Compliance: Coordinate the initiation and classification of assigned financial transactions and accounting treatments in accordance with GAAP, State, and VDOT policies.
  • Program Management: Manage and direct assigned programs within General Accounting and Cash Receipts, ensuring compliance with all applicable laws, regulations, standards, and policies. Identify and implement process improvements.
  • Reconciliation Processing: Oversee cash receipts, journal entry, and reconciliation operations. Provide guidance to safeguard checks and cash and ensure deposits and recording of monies comply with Commonwealth policies.
  • Risk Management: Update Agency Risk Management and Internal Control Standards (ARMICS) documentation related to General Accounting and Cash Receipts functions.
  • Special Assignments: Perform administrative or special project-related duties as assigned. Design, implement, and document new work processes to improve efficiency and effectiveness.
  • Staff Development and Training: Provide technical assistance and training for staff. Encourage knowledge sharing and cross-training of general accounting processes. Work with other Fiscal Division sections to ensure understanding of general accounting principles and timely, accurate data.

Requirements

  • Ability to analyze and interpret complex financial data, prepare detailed summary financial reports, and resolve financial problems.
  • Ability to communicate effectively orally and in writing and provide excellent customer service to internal and external customers.
  • Ability to develop and present technical training.
  • Ability to manage multiple priorities and meet deadlines.
  • Ability to prepare financial reports.
  • Ability to work as a team player and with minimal to no supervision.
  • Knowledge and ability to apply accounting principles and practices, internal controls, risk assessments, and techniques to minimize risk in financial operations.
  • Knowledge of Generally Accepted Accounting Principles (GAAP), governmental accounting principles, federal Super Circular Regulations, and transportation project accounting.
  • Knowledge of VDOT's financial accounting system or other ERP-based financial systems.
  • Knowledge of office practices and procedures, project accounting concepts, research, analysis, and reconciliation techniques.
  • Skill in carrying out progressively responsible accounting functions.
  • Skill in using computers and software applications, including Microsoft Office 365.
  • Skill in training, supervising, and directing accounting staff toward accomplishing goals and objectives.

Qualifications

Additional Considerations

  • A combination of training, experience, or education in Accounting, Finance, Business Administration, or a related field is desired.
  • CPA certification.
  • Experience in transportation project accounting.
  • Experience preparing in-depth and multi-faceted financial reports.
  • Progressively responsible experience related to analyzing and interpreting sophisticated financial data.
