About the Role

Lead, manage, and provide programmatic direction for the Right of Way and Utilities program for Special Projects throughout the State. Establish long and short-range goals to ensure the completion of assigned special projects on schedule and in alignment with the purpose, mission, and values of the Agency. Oversee administration of policies and procedures, manage resources, and have accountability for right of way acquisition activities and other actions for assigned special projects. Ensure successful and timely delivery of right of way for transportation construction and maintenance projects.

Responsibilities

• Communicate with staff, landowners, attorneys, legislators, companies, and the public regarding Right of Way (ROW) problems and take action to achieve positive resolution. Establish and maintain effective working relationships with strategic business partners. Ensure all stakeholders are informed of ROW program requirements, project issues, and applicable deadlines.
• Oversee and resolve conflicts by corresponding and communicating with landowners, stakeholders, attorneys, legislators, corporations, and the general public in a timely manner concerning specific right of way problems.
• Oversee and provide ROW and utility input and support during the development of requests for design-build or P-3 projects or in response to unsolicited proposals. Evaluate proposals or RFP responses, providing input from Right of Way and Utility standpoints. Provide input and necessary data for contract negotiations and risk analysis.
• Administer and manage all functions of acquisition units of the Right of Way and Utilities Division to accomplish the goals and objectives of the six-year program. Program units include legal, negotiations, relocation assistance, and eminent domain. Develop policies and procedures, set long and short-range goals, resolve problems, and review reports.
• Administer and manage all functions and activities of the Right of Way program on multiple projects geographically dispersed throughout the State. Facilitate acquisition of all parcels and relocation of displaces needed for a project within established guidelines. Approve compensation offers for real property and ensure displaces receive all entitlements according to the law. Recommend approvals for administrative settlements and agreements. Plan, develop, and monitor administrative and programmatic budgets for ROW acquisition.
• Establish and maintain effective working relationships with strategic business partners to ensure all stakeholders are informed of ROW program requirements, project issues, and applicable deadlines.
• Interpret and communicate federal and state legislation and regulations affecting the Division’s functional areas and provide technical advice.

Requirements

• Ability to establish long and short-term business goals, develop and administer budgets, establish performance measures, monitor performance, and direct staff to support strategic business goals.
• Ability to interpret and communicate laws and policies as required; and to work and communicate effectively with government officials and the public.
• Ability to manage and direct a diverse professional and technical staff through supervision of multiple team leaders geographically dispersed throughout the region.
• Considerable knowledge of VDOT’s construction and plan development process, as well as engineering principles and practices related to design and construction of transportation projects.
• Extensive knowledge of all phases of the right of way operation, including appraisal, negotiations, relocation, and design-build project coordination.
• Knowledge of laws, policies, and procedures pertaining to the acquisition of right of way in a public sector environment.
• Knowledge of the construction, project management, and plan development process, including the various phases of preliminary engineering and construction sequencing.
• Skill in the use of computers and software applications, including web-based applications.
• Working knowledge of the Uniform Act, Code of Virginia, and the Right of Way Manual of Instructions.

• Knowledge of all disciplines assigned to a regional office, including appraisal, negotiations, relocation, and design-build project coordination.
• Knowledge of laws, policies, and procedures pertaining to the acquisition of right of way in a public sector environment.
• Knowledge of the construction, project management, and plan development process, including the various phases of preliminary engineering and construction sequencing.
• Skill in the use of computers and software applications.

Additional Considerations

• A combination of training, experience, or education in Business Management or a related field is desired.
• Experience managing a diverse staff engaged in land acquisition activities in a public sector environment.
