About the Role

The 21st Century Program Manager coordinates the activities of the 21st Century Community Learning Centers grant programs. This federally funded position operates under the regulations and requirements of the 21st CCLC Grant Program administered through the Georgia Department of Education and the funded grant proposal.

Responsibilities

  • Articulates the program’s vision, mission, and goals to staff, administrators, students, families, and community leaders to generate support.
  • Monitors and supervises the proper implementation of 21st Century Community Learning Centers grants.
  • Oversees the day-to-day operations of the grant program during both the school year and the summer program, including extended hours beyond normal working hours (8a-5p).
  • Ensures adherence to timelines for records, reports, and inventories by staff.
  • Approves funding expenditures to facilitate grant operations.
  • Develops policies and procedures for daily program operations.
  • Reviews and analyzes program and attendance data at least monthly and makes adjustments based on findings.
  • Ensures ongoing communication between program staff and parents regarding student success, challenges, and progress, maintaining artifacts and evidence of communication.
  • Attends professional learning for 21st CCLC program managers.
  • Organizes and facilitates meetings with the 21st Century Community Learning Centers Advisory Council.
  • Completes teacher observations of 21st Century Community Learning Centers classrooms at least once per semester.
  • Provides professional learning to 21st Century Community Learning Centers staff that meets staff needs and complies with state and federal requirements.
  • Provides orientation to the program for all staff.
  • Develops and provides handbooks to all staff, parents, and students based on state and federal guidance.
  • Coordinates and oversees yearly monitoring by the Georgia Department of Education.
  • Assists in the recruiting, interviewing, and hiring of 21st Century Community Learning Centers staff.
  • Works collaboratively with the 21st Century Community Learning Centers Budget Assistant to maintain an approved budget aligned with the GaDOE-approved grant.
  • Monitors 21st Century Community Learning Centers and classrooms for compliance with program implementation.
  • Addresses personnel issues in collaboration with the Director of Federal Programs or site principal leader, implementing intervention strategies as needed.
  • Collaborates with grant evaluators to monitor program progress and evaluate program implementation.
  • Ensures formative and summative evaluations are provided to the Georgia Department of Education.
  • Communicates 21st Century Community Learning Centers goals and implementation plans to stakeholders and district personnel.
  • Maintains 21st Century Community Learning Centers information on the district website.
  • Meets with site coordinators as needed to coordinate program implementation.
  • Provides program updates and information to the Director of Federal Programs, principals, or other CCSD or community organizations upon request.
  • Works to establish a pool of qualified outside vendors to provide services.
  • Applies for the 21st Century Request for Applications based on the five-year grant cycle.
  • Performs other related duties as assigned to ensure the efficient and effective functioning of the work unit.

Requirements

  • Bachelor’s degree in Education or related field.
  • T-4 certification in a PSC teaching field or higher (Leadership certificate preferred).
  • Five (5) years of educational experience.

Skills

  • Ability to perform multiple, technical tasks with occasional need to upgrade skills.
  • Proficiency in performing complex, technical tasks, applying assessment instruments, and utilizing coaching, training, and workshop skills.
  • Competence in operating standard office equipment and pertinent software applications, and preparing and maintaining accurate records.
  • Ability to perform basic math, including calculations using fractions, percentages, and ratios.
  • Strong reading, writing, and facilitation skills for technical information, document composition, and group discussions.
  • Analytical skills to define issues and draw conclusions.
  • Knowledge of appropriate codes, policies, regulations, and laws; age-appropriate activities; lesson plan requirements; stages of child development; student support services; and behavioral management strategies.
  • Ability to schedule activities, meetings, and events; gather, collate, and classify data; and use job-related equipment.
  • Flexibility to work with diverse individuals and data, adapting to changing work priorities.
  • Problem-solving skills to analyze issues and create action plans, including independent interpretation of guidelines.
  • Ability to establish and maintain constructive relationships, maintain confidentiality, exhibit tact and patience, and work flexible hours.

Physical Requirements

The role requires some lifting, carrying, pushing, and/or pulling, as well as stooping, kneeling, crouching, and/or crawling. Significant fine finger dexterity is also necessary. The job typically involves 75% sitting, 15% walking, and 10% standing.

  • Maintains all licenses and certifications.
