About the Role
A Superintendent of Utilities Maintenance and Repair oversees the activities of multiple crews engaged in the construction, installation, maintenance, and repair of Baltimore City’s water distribution, wastewater collection, or storm drain systems. This role involves directing construction and maintenance, equipment operation, and office support work units. Work is performed primarily in an office, but incumbents must be present at main breaks and construction sites, encountering inclement weather, temperature extremes, and traffic hazards. The position requires a five-day workweek, including evenings, weekends, and holidays on a rotating basis, with 24-hour call-back availability for emergencies.
Responsibilities
- Direct the activities of construction, maintenance, equipment operation, and office support work units.
- Oversee the construction, installation, maintenance, and repair of water mains, water meters, sanitary sewers, storm drains, manholes, inlets, and related appurtenances.
- Schedule and coordinate the work of crews, ensuring compliance with safety standards and procedures.
- Read and interpret engineering drawings related to valves, water mains, water services, sanitary sewers, and storm drains.
- Detect, analyze, and correct defects in water distribution or wastewater collection systems.
- Estimate work time and materials needed for projects.
- Write narrative and statistical reports accounting for work productivity, production problems, and justifying supply and equipment purchases.
- Coordinate utility maintenance and repair work with other disciplines.
- Maintain effective working relationships with co-workers, superiors, subordinates, other government agencies, and utility personnel.
Requirements
- High school diploma or GED from an accredited institution.
- Five years of experience in the construction, installation, maintenance, and repair of a water distribution system or storm water and wastewater collection system.
- Two years of supervisory experience, including disciplining, evaluating performance, and recommending hiring, firing, and promoting of other supervisors.
- Valid Maryland Class C Noncommercial driver’s license or equivalent, and eligibility to obtain a Baltimore City driver’s permit. Note: Provisional driver’s licenses or learner permits are not acceptable. A copy of your valid driver’s license must be uploaded with your application.
Certifications
Employees hired or promoted into this classification after March 1, 2015, must:
- Apply within 30 days to obtain a temporary State of Maryland Wastewater Collection Class C2 or Water Distribution Class D1 Certification issued by the State of Maryland Board of Waterworks and Waste Systems Operators. Proof of temporary licenses must be submitted within six months of hire.
- Obtain and maintain permanent certifications within three years of hire/promotion. Failure to do so may result in demotion or termination.
Employees hired prior to March 1, 2015, must maintain temporary or permanent certifications as a condition of continued employment. Those with temporary certifications must obtain permanent certification within six years of receiving the temporary certification.

Pay
Salary Range: $88,272 - $137,023 annually. Hiring Salary Range: $88,272 – $112,647.50 annually.
Additional Information:
- Eligible candidates under final consideration for appointment may be required to authorize the release of criminal conviction information and complete a background check.
- Selected candidates must complete a mandatory six-month probationary period.
- Qualified candidates will be considered for vacancies for at least six months.
