Workforce Liaison (TEMPORARY) - Hayward
About the role
This is a full-time, temporary (8-month) non-exempt position reporting to the Business Service Manager. The Workforce Liaison will perform duties under the DAEI (DOR/AJCC Collaboration) project, focusing on workforce development and career services for individuals with disabilities.
Responsibilities
- Perform workforce liaison duties, including outreach, recruitment, and reporting for individuals with disabilities.
- Coordinate services with partnering agencies (Department of Rehabilitation, employers, and other workforce development partners) through case conferencing and regular communication to support participant employment placement.
- Serve as a Disability Benefits/Work Incentives Planner, providing guidance on how employment and earnings may affect SSI/SSDI and other public benefits.
- Assist businesses by identifying and presenting qualified participants, delivering employer/customer services before, during, and after placement.
- Develop work experience opportunities (paid/unpaid) such as transitional employment, subsidized on-the-job training, internships, and long-term career-oriented employment.
- Facilitate employment readiness workshops, discussion groups, and classes to assist job seekers with individualized job search strategies.
- Travel throughout the Bay Area for business purposes; valid driver’s license, auto insurance, and acceptable Motor Vehicle Report required.
- Provide ongoing job retention support to participants and employers for one year post-placement and document progress per agency standards.
Requirements
- Recruiting, job placement, or sales/business development experience with a results orientation.
- Demonstrated success in outreach strategies, cold calls, presentations, and closing techniques.
- Strong teamwork, interpersonal flexibility, relationship-building, coaching, and communication skills.
- Group facilitation or training experience.
- Proficiency in Microsoft Office (Outlook, Word, Excel, PowerPoint) and client record management systems/databases.
- Cultural responsiveness and alignment with equity and inclusion values.
- Ability to obtain the Work Incentives Practitioner Credential (WIP-C) within six months of hire; maintaining certification is required.
- Experience working with individuals with disabilities and knowledge of WIOA (Workforce Innovation and Opportunity Act) programming is highly desirable.
- If lacking organizational core competencies (Trauma-Informed Care, Motivational Interviewing, Coaching), participation in Rubicon-provided training is expected.
