Job Summary
Review, analyze, and evaluate business systems and user needs for system modernization projects. Formulate and propose systems and solutions aligned with overall business strategies. Lead business process reengineering, identifying opportunities to use technology for increased efficiency. Create and maintain business process mapping and reengineering documentation. Prepare and analyze solution options, identify risks, and conduct financial analyses (cost/benefit, ROI, buy/build). Write detailed descriptions of user requirements, program functions, and technical steps for system development or modification. Support project and product oversight for Medicaid IT-Contracted Systems and integrated projects. Oversee documentation and delivery of application functionality within Medicaid systems. Develop and maintain processes and documentation to ensure consistency and alignment with agency direction. Coordinate with external vendors, assigning and evaluating their work on projects and service requests. Develop, review, and manage project artifacts such as test cases, requirements documentation, and technical specifications. Consult on system analysis, troubleshoot issues, and support solution implementation. Manage project scope, acceptance, deployment, and monitor system integration/user acceptance testing. Identify risks and develop mitigation strategies for projects. Analyze the impact of HHS policies, procedures, and standards on automated systems. Utilize TFS/ADO for requirements management throughout the development lifecycle. Work in Agile (preferably SAFe) environments and use Microsoft tools (MS Office, SharePoint, Copilot). Understand enterprise system components, business rules engines, workflow orchestration, and preferably cloud-based solutions. Leverage experience with HHSC, Medicaid, and CHIP systems and processes. Update and manage portfolio project management tools and state-level major project information.
