Work Planning & Control Manager

About the Role

As a Work Planning & Control Manager at C.A. Murren, you will be a critical link between engineering, project controls, quality, field operations, and construction execution. You will bring structure and discipline to complex work, ensuring teams have clear, complete, and executable plans before work begins. Your role is vital in protecting the people, the project, and the quality of the work by ensuring requirements are understood, documented, and carried through from planning to turnover.

Responsibilities

• Establish work planning, package development, review, release, field-change, suspension, turnover, and closure procedures aligned with project controls and the approved quality program.
• Lead development and independent technical/editorial review of detailed technical procedures, basis-of-estimate support documents, and multidisciplinary work packages for civil, structural, mechanical, piping, welding, electrical, and demolition scope.
• Manage discipline planners and package priorities to support the Level 3/4 schedule, area sequence, procurement status, design maturity, quality hold points, testing, commissioning, and turnover milestones.
• Require field walkdowns and constructability reviews to define scope, boundaries, access, work sequence, temporary works, hazards, prerequisites, required support organizations, testing, and restoration.
• Ensure each package identifies current drawings and specifications, functional classification and quality level, approved changes and RFIs, applicable codes, vendor submittal status and comments, materials, quantities, tools, measuring and test equipment, and acceptance criteria.
• Integrate approved inspection and test plans, QC and Company hold/witness points, special inspections, laboratory sampling/testing, NDE, pressure testing, commissioning, environmental controls, and required notification lead times.
• Coordinate welding packages with welding leadership, confirming approved welding procedures, qualifications, weld maps, materials, process parameters, and inspection requirements.
• Define pressure-test package requirements, including test boundaries, isolation lists, temporary support checks, test medium, pressure criteria, and restoration.
• Integrate electrical package requirements, such as pre-pour inspections, conduit controls, as-built redlines, and test-plan approvals.
• Ensure procured material is released, traceable, preserved, and supported by required documentation; prevent packages from releasing against unapproved substitutions.
• Control package revisions and redlines during execution, maintaining configuration through as-built and turnover updates.
• Establish readiness-review and closure checklists, driving completion of inspection records, test reports, material records, and turnover indices.
• Track planning quality, package churn, field-generated RFIs, holds, late materials, missed inspections, rework, and closure aging; lead corrective actions and continuous improvement.

Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related technical discipline, or an equivalent combination of technical education and extensive work-planning experience.
• At least 10 years of construction/work planning experience, including 5 years supporting highly regulated federal, energy, industrial, or similar construction work and 3 years leading planners or a work-control organization.
• Demonstrated knowledge of formal work-package development, field walkdowns, configuration control, quality records, material control, testing, turnover, and schedule integration.
• Working knowledge of formal quality assurance programs and graded quality approaches.
• Ability to read multidisciplinary drawings, specifications, P&IDs, line lists, vendor documents, and construction schedules.
• Strong leadership, prioritization, facilitation, technical writing, and electronic work-management skills.
• Experience with MAXIMO, Asset Suite, or comparable systems preferred.
• Experience planning heavy civil, underground utilities, process piping, welding, tanks, coatings, pressure tests, electrical ductbanks, and commissioning interfaces preferred.
• AWS CWI and welding experience preferred for candidates assigned to welding planning.
• Formal training in work planning, project controls, constructability, or human performance preferred.
• Experience managing package closure and field-change recovery on large, regulated projects preferred.
