About the role
Performs mechanical inspections on heating, ventilation and air conditioning systems to ensure compliance with existing mechanical codes, regulations and ordinances. Provides information and assistance to the public, city staff, contractors, architects and homeowners regarding mechanical codes and regulations.
Responsibilities
- Interpret mechanical codes for the public, city staff, contractors, architects and building owners.
- Answer questions and provide information regarding mechanical codes and related issues.
- Investigate complaints and recommend corrective action as necessary to resolve complaints.
- Review, approve or reject construction plans and specifications to ensure compliance with mechanical codes.
- Confer with inspectors from other departments and divisions to ensure consistent code and ordinance enforcement.
- Prepare letters and notices to tenants and homeowners of structures needing mechanical repair work.
- Prepare daily reports of inspections performed and results of inspections.
- Verify the licensing and registration of mechanical personnel at construction sites; maintain records of licensed mechanical personnel.
Secondary Duties
- Attend and participate in professional group meetings, seminars and conferences.
- Stay abreast of trends and innovations in the fields of plumbing, gas, heating, air conditioning and refrigeration.
Knowledge
- Principles of air conditioning and refrigeration to include installation, repair and maintenance of plumbing, gas, heating, ventilation and air conditioning equipment and systems.
- North Carolina Mechanical Code, city's mechanical codes and other pertinent Federal, State, and local laws, codes and regulations.
- Methods and practices of equipment testing and possible material defects and faults in plumbing, gas, heating, ventilation and air conditioning systems.
- Job hazards and standard safety precautions.
- Basic mathematical principles.
- Record keeping and report preparation procedures.
- Modern construction methods and practices.
- Proper procedures for the review of construction plans and issuance of permits.
Ability
- Analyze mechanical problems, identify solutions and project consequences of actions.
- Apply mechanical knowledge and follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations and standard construction practices.
- Stay abreast of trends and innovations in the fields of plumbing, gas, heating, air conditioning and refrigeration.
- Communicate clearly and concisely, both orally and in writing.
- Establish and maintain effective working relationships with those contacted in the course of work.
- Work independently in the absence of supervision.
Licenses and Certifications
- Possession of, or ability to obtain, an appropriate valid driver's license.

- Health and Dental Insurance: The City of Fayetteville Employee Healthcare Benefit Plan provides comprehensive and affordable health and dental coverage while maintaining reasonable costs to employees. Coverage is available for all regular status employees scheduled to work 30 hours or more per week. Employees may also choose to cover eligible dependents. The premium is deducted on a pre-tax basis, with the City paying a portion of the premium. Qualifying employees are eligible for benefits on the 1st day of the month following 30 days of service.

- Retirement: The City of Fayetteville participates in the Local Governmental Employees' Retirement System, administered by the State of North Carolina. Regular status employees, scheduled to work 20 hours or more per week, become members in the retirement system upon employment. As a member of this system, employees are required to contribute 6 percent of their gross salary on a tax-deferred basis. Deferred Compensation Plans: 401(k) Supplemental Retirement Income Plan and the ICMA 457 Plan.

- Death Benefit: First year contribution to the retirement system provides a death benefit of $3,000. After one year as a contributing member of the Retirement System, a death benefit is provided that is equal to the highest 12 months' salary in a row during the 24 months before death, no less than $25,000 and no more than $50,000. There is no cost to the employee for these benefits.
