Weatherization Program Manager

Duties

  • Leadership role in program planning, implementation, and evaluation of the Weatherization Program and other activities.
  • Provides general program management and supervision for the Weatherization Program and program staff/contractors.
  • Serves as Auditor/Estimator/Inspector for the Weatherization Program throughout the designated service area.
  • Performs routine and technical tests/measures/calculations on homes selected for services.
  • Serves as the agency’s liaison with contractors performing Weatherization work and oversees and inspects their work to assess compliance with program regulations and standards.
  • Implements and adheres to production schedule as determined and assigned.
  • Affirms that all assignments are completed in compliance with applicable program, state, and federal requirements, regulations, and protocols.
  • Oversees and conducts home visits and inspections as necessary to carry out duties and requirements.
  • Manages required records and adheres to program record keeping and filing procedures.
  • Ensures compliance with all program requirements, including meeting deadlines, providing reports, and addressing monitoring and reviews.
  • Assists with and adheres to approved program budgets.
  • Responsible for preparing and issuing regular, periodic reports on assigned program activities, to various agencies and/or funding sources, as assigned and directed.
  • Ensures program staff/contractors adhere to program guidelines mandated either internally or by the agency’s funders, including all mandated programmatic reporting requirements.
  • Participates actively as a member of LHDC’s Management team.
  • Marketing and promoting LHDC programs throughout program service areas.
  • Attends and/or convenes meetings, conferences, workshops, and training sessions as authorized and directed and maintains required certifications for the provision of the Weatherization Program.
  • Supports and promotes the agency’s mission, vision, values, and goals including the agency’s Strategic Plan.

Requirements

  • Building Performance Institute (BPI) Energy Auditor and Quality Control Inspector (QCI) certifications, or Indiana Weatherization Competency certifications required.
  • A graduate of an accredited college or university with at least a Bachelor’s Degree in Heating, Ventilation, and Air Conditioning (HVAC) Technology; Energy Technology; or Building Construction Technology or Management is required.
  • A combination of both education and/or experience may be accepted in lieu of a degree.
  • Ability to communicate frequently, both in writing and orally, in an effective and positive manner.
  • Ability to work independently and both positively and effectively with members of the public, supervisors, subordinates, and other LHDC volunteers and employees.
  • Ability to plan, organize, and follow through on assigned activities.
  • Possess the ability to learn and develop on the job.
  • Ability to interpret and communicate agency rules, regulations, and procedures as well as rules and regulations set by agency funding sources.
  • Possess strong organizational skills.
  • Ability to deliver effective results, meet tight deadlines and targets.
  • Proficient knowledge of English grammar, punctuation, and mathematics.
  • Proficient with computer systems and functions, including MS Office (Word, Excel, PowerPoint), Internet and email usage.
  • Ability to analyze and provide solutions to a variety of problems.
  • Ability to work an irregular schedule, if necessary.
  • Strict confidentiality is expected and required.
  • Must possess a valid driver's license and vehicle insurance and be able to travel both locally and out-of-area as necessary.
  • Travel may require overnight stays.
  • Possess the ability to establish trusting relationships while maintaining boundaries.
  • Acceptance of individual differences and willingness to work with the culturally diverse populations present among the site’s target population.
  • Participate actively as a member of LHDC’s Management Team.
  • Ability to perform all essential duties as defined for the position.
