About the role

The Water Quality and Backflow Administrator works under the direct supervision of the Drinking Water Manager and is responsible for overseeing the City's Cross Connection and Water Quality monitoring programs. The Administrator utilizes State, Federal, and local regulations to conduct all applicable drinking water sampling, oversees precautionary water quality monitoring, and ensures compliance with Cross Connection requirements.

Frequently interacts with contractors and the general public.

Responsibilities

  • Maintains the City's backflow inventory.
  • Inspects, tracks, and coordinates efforts relating to Cross Connection requirements.
  • Acts as primary contact in ensuring that work in the City meets Federal, State, and Kaysville City standards.
  • Provide feedback and education to parties, enforce standards, and educate on the needs and importance of such requirements.
  • Conduct water sampling and water-quality monitoring.
  • Collect samples for analysis at laboratories and coordinate with the County Health Department on sample results.
  • Coincides daily with the Drinking Water Manager to provide status updates and request additional support as needed.
  • Aid with repair, maintenance, construction, and installation work as required for proper and efficient functioning of the storm drain, land drain systems, street, water, pressure irrigation, and sewer systems as needed.
  • Operate all City-owned light and heavy equipment and hand tools required in the completion of various public works projects.
  • Expected to be on call during assigned periods (at least bi-annually) in the event of emergency needs or after hours service calls, including (but not limited to): snow plowing, broken water mains, sewer backups, or other malfunctions.
  • Performs other duties as assigned.

Requirements

  • Education/Training: High school graduation or equivalent, AND A minimum of three (3) years' experience related to the duties listed above, AND Backflow Program Administrator certification (or ability to obtain within 6 months), AND Grade 4 Water Operator preferred.
  • Knowledge: Working knowledge of Clean Water Act requirements, Cross Connection requirements, and local drinking water requirements.
  • Skills: Implementation of maintenance standards, Planning, assigning, and directing work, Communicating with the public, elected officials, and staff.
  • Abilities: Skill in communication (professionally and appropriately) with co-workers, contractors, residents, and others encountered during the course of conducting City business.

Qualifications

  • Must have and maintain a valid Class "A" Utah Commercial Driver's License and be deemed insurable and able to operate City-owned equipment and vehicles.

Special Requirements

  • Frequent local travel is required in the normal course of job performance.

Physical Demands

  • Tasks require a variety of physical activities, generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, and lifting (40-60 lbs.).
  • Talking, hearing, and seeing are essential to the performance of the job.
  • Common eye, hand, and finger dexterity exists.
  • Mental application utilizes memory for details, verbal instructions, and critical thinking.
  • Frequent local travel is required in the normal course of job performance.

Work Environment

  • While performing the duties of this job, the employee regularly works in outside weather conditions.
  • The employee regularly works near moving mechanical parts and is frequently exposed to wet and/or humid conditions and vibration.
  • The employee occasionally works in high, precarious places and is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and the risk of electrical shock.
