Water Project Engineer

About the role

The Project Engineer functions as a design and construction manager delivering NTMWD’s Capital Improvements Plan projects. While our core business is water and wastewater treatment and conveyance infrastructure, assignments may also include solid waste and other special projects. This position is ideal for an engineering professional with technical expertise and more than 5 years’ experience seeking to advance into managing projects from concept through construction.

The Project Engineer works under the direction of an Engineering Program Manager and plays a critical role in leading the delivery of most projects for our organization. This role offers increased responsibility, career development, and potential promotional opportunities based on professional achievements and tenure. It is distinguished from our Associate Engineer position by the size and complexity of projects, level of autonomy in engineering decisions, professional accreditation (Texas Professional Engineer license required), and experience.

Responsibilities

• Performs project management functions supporting the delivery of capital improvement projects from inception through design, procurement, construction, startup, commissioning, and handover to the Operations team.
• Serves as project leader for design and construction of major water and wastewater projects, ensuring conformance with NTMWD standards, operational needs, and regulatory requirements.
• Reviews design reports, plans, and specifications for completeness and technical accuracy.
• Maintains accurate project records in NTMWD’s project management system, including correspondence, reports, design documents, schedule, and project cost updates.
• Participates in and documents project meetings, including design review meetings and construction progress meetings.
• Manages construction project delivery with a focus on project quality, schedule, and cost control, including review of submittals, RFIs, change orders, payment applications, and field observation reports.
• Coordinates with Operations, Maintenance, and other NTMWD departments to address operational impacts and assist with tie-ins and facility shutdowns.
• Manages project completion, including start-up, testing, commissioning, and review of final record drawings.
• Performs and/or manages special projects and studies as needed.
• Leads project chartering meetings, develops requests for interviews, and may participate in the selection of professional services contracts.
• Performs other duties as assigned.

Requirements

• Degree in Civil, Environmental, Mechanical, Electrical Engineering, or other related engineering field from an accredited college or university.
• Possession of a Professional Engineering registration for a minimum of two years or a minimum of 6 years progressive experience in project management of water and wastewater infrastructure projects.
• Possession of a Texas Professional Engineer (PE) license, or current licensure as a Professional Engineer in another state with the ability to obtain Texas PE licensure within six (6) months from the date of hire.
• Experience in water/wastewater process, treatment, pumping, collection (wastewater), transmission (water) pipeline design and construction; or electrical experience with medium voltage and low voltage systems for industrial infrastructure.
• Experience utilizing engineering design and project management software.
• Valid Texas Driver’s License.

Skills

• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
• Prior experience or familiarity with project management, scheduling, estimating, modeling software, and design software platforms is preferred.
• Strong organizational skills, attention to detail, and ability to manage multiple tasks simultaneously.
• Effective written and verbal communication skills for interacting with technical and non-technical stakeholders.

Environmental and Physical Working Conditions

• Driving a District vehicle for business will be required; employees must maintain a current, valid, and vehicle-appropriate driver’s license.
• Moderate physical labor and considerable mental attention required, with some eyestrain.
• Generally desirable working conditions with some outside visits to work-sites with varying environmental conditions.
• Considerable time spent working with and viewing a computer screen, plans, specifications, reports, and correspondence.
• Time spent at construction sites, traversing rough terrain, climbing stairs and ladders to access structures.
• Equipment used includes calculators, computers, and some field survey equipment.
