The Vice President of Regulatory Affairs serves as LeadingAge California's principal regulatory policy expert and strategic advisor on state and federal regulations affecting aging services providers. As the Association expands its regional presence, this position also provides political and regulatory guidance for advocacy efforts in Hawaiʻi, Nevada, Idaho, and other states served by the Association. This position develops and advances the Association's regulatory advocacy agenda, cultivates relationships with state regulatory agencies, provides strategic guidance to members, and works collaboratively across the organization to shape policy that improves care for older adults. The Vice President represents LeadingAge California before regulatory agencies, industry coalitions, the media, and other stakeholders while serving as a trusted resource to members navigating complex regulatory issues. ESSENTIAL DUTIES: Regulatory Advocacy & Government RelationsDevelops and implements regulatory advocacy strategies in California, and across the expanding regional footprint including Hawaiʻi, Nevada, Idaho, and other states as assigned.Builds relationships with regulatory agencies, policymakers, and allied organizations across the Association's service region to identify emerging issues and advance member priorities.Anticipates emerging regulatory and political trends, identifies opportunities and risks, and proactively recommends strategic responses.Demonstrates sound judgment and diplomacy when navigating complex political, regulatory, and organizational environments.Aligns regulatory advocacy efforts with organizational goals and collaborates across departments to maximize impact.Builds and sustains productive partnerships with provider associations, advocacy organizations, and other stakeholders to advance shared policy objectives.Facilitates consensus among diverse stakeholders with differing perspectives while maintaining productive working relationships.Represents the Association in stakeholder meetings, workgroups, advisory committees, and regulatory proceedings.Reviews and analyzes proposed regulations and develops Association comments and recommendations.Collaborates with LeadingAge National on federal policy issues. Member Services & Technical AssistanceServes as the Association's primary resource on regulatory compliance and policy interpretation.Develops guidance documents, compliance tools, technical assistance briefs, and regulatory updates.Provides technical assistance to members regarding state regulatory issues.Monitors regulatory developments across multiple western states and provides strategic guidance to members and Association leadership regarding regional regulatory trends and opportunities. Communications & Thought LeadershipWrites articles, white papers, testimony, and regulatory analyses.Serves as a spokesperson with industry and news media.Develops educational programming with the Education Team.Presents at conferences, webinars, and member meetings. REQUIRED ABILITIES:Minimum of eight years of progressively responsible experience in health care, long-term services and supports, government relations, regulatory affairs, public policy, or a closely related field.Demonstrated knowledge of California regulatory processes and state agencies affecting aging services.Experience interpreting complex statutes and regulations.Excellent written, verbal, and presentation skills.Ability to build consensus among diverse stakeholders.Strong analytical and strategic thinking skills.Ability to manage multiple priorities in a fast-paced environment.Proficiency with Microsoft Office and common business software. PREFERRED EDUCATION AND EXPERIENCE:Experience working for or with skilled nursing facilities, assisted living communities, CCRCs, PACE organizations, home health, hospice, or other aging services providers.Experience working in a provider association, state agency, or health care organization.Advanced degree (J.D., M.P.P., M.P.A., M.H.A., or similar) preferred. WORKING CONDITIONS:Hybrid office environment with occasional state and national travel. Ability to work extended hours during legislative or regulatory deadlines may occasionally be required. TRAVEL:Approximately 10-20 percent travel for conferences, regulatory meetings, coalition meetings, legislative hearings, member meetings, and educational events.
