VP, Legal Counsel, CFS, Credit & Venmo
About the role
PayPal is seeking an exceptional senior executive to join our Legal team as VP, Legal – Consumer Financial Services (CFS), Credit & Venmo. This is a rare opportunity to lead legal strategy across three of PayPal’s most dynamic and high-growth business lines.
Responsibilities
- Lead a high-performing team of experienced product and regulatory lawyers supporting PayPal’s Consumer Financial Services, Credit, and Venmo product organizations.
- Serve as the primary legal advisor and strategic partner to the heads of CFS, Credit, and Venmo, providing executive-level counsel on business strategy, product development, and regulatory matters.
- Develop and implement legal support models, guidelines, and templates that enable business partners to move quickly and with confidence.
- Manage outside counsel relationships and legal budget strategically across all relevant matters.
- Proactively identify, assess, and implement AI-based solutions to optimize workflows, accelerate reviews, and enhance team efficiency.
- Provide timely, business-focused legal advice on product design and strategy across CFS, Credit, and Venmo product lines.
- Lead legal support for the development and launch of consumer financial services and credit products, including buy now pay later, installment lending, consumer credit, and other financial service offerings.
- Advise on the full spectrum of applicable federal and state laws and regulations, including: EFTA/Reg. E, TILA/Reg. Z, FCRA/Reg. V, FACTA, GLBA/Reg. P, UDAAP, FDCPA, ECOA/Reg. B, SCRA, TCPA, CAN-SPAM, state money transmitter laws, the Remittance Transfer Rule, and other consumer protection and financial services laws.
- Collaborate closely with Legal, Risk and Compliance, Finance, and other cross-functional teams to drive business growth while managing legal risk.
Requirements
- Required J.D. from an ABA-accredited law school; admitted to and in good standing with a state bar.
- 15+ years of relevant legal experience, with substantial time in a senior executive or leadership role.
- Deep, demonstrable expertise in Consumer Financial Services (CFS), consumer and business credit and lending, and Venmo or an analogous high-scale consumer payments platform.
- Comprehensive knowledge of federal and state financial services laws and regulations.
- Proven track record advising on legal and regulatory matters related to product development and launch in FinTech, banking, or financial services.
- Experience engaging directly with federal and state regulatory agencies.
- Demonstrated ability to build, lead, and inspire high-performing legal teams with an inclusive and collaborative culture.
Qualifications
- Preferred MBA or LLM.
- Familiarity with card network and ACH rules and applicable third-party policies (e.g., app marketplace guidelines).
- Experience with data privacy laws as they relate to financial institutions.
- Knowledge of buy now pay later (BNPL) and emerging consumer credit product structures.
- Executive-level experience in a large, matrixed FinTech or financial services organization.
Pay
The base pay for this role will depend on where you work and the relevant experience and expertise you bring. The expected range of pay for this role by location is:
- New York City, New York: $250,000.00 - $360,000.00 Annually
- San Jose, California: $250,000.00 - $360,000.00 Annually
- Chicago, Illinois: $250,000.00 - $360,000.00 Annually
- Washington DC, District of Columbia: $250,000.00 - $360,000.00 Annually
