About the Role

The VP Government & Community Health Affairs is responsible for government relations activities on behalf of Johns Hopkins All Children’s Hospital, focusing on pediatric advocacy, research, treatment, education, healthcare, higher education, corporate relations, and private business development in Florida and the southeastern United States. This executive role involves interaction with state and local government officials, business leaders, policy makers, and trade associations on legislative, regulatory, and business matters. The position collaborates closely with the Foundation & Community Engagement leader to ensure comprehensive external representation of the organization, including advocacy, engagement, and communication strategies.

The role provides guidance to the Board of Trustees and corporate officials on public policy and corporate affairs, working with executive and operational leadership to develop and implement key initiatives, policies, and projects. The VP oversees Community Health Affairs, including the Community Health Needs Assessment (CHNA) and Community Benefit Report, ensuring regulatory compliance.

Responsibilities

• Oversees Government Affairs and Community Health Relations for Johns Hopkins All Children’s Hospital.
• Advocates on legislative and regulatory matters as a registered lobbyist to advance the institution’s mission of teaching, research, and patient care.
• Identifies federal, state, and local issues and trends impacting JHACH and JHM, ensuring adoption of required changes and laws.
• Develops solutions to address issues impacting JHACH and keeps senior administration informed, leading action toward resolution.
• Cultivates external relationships with government and corporate leaders to influence education, research, and healthcare policy.
• Ensures compliance with federal, state, and local lobbying disclosure and ethics rules.
• Monitors and reports on community health programs, ensuring community needs are met through collaboration across JHACH and its clinics.
• Directs the Community Health Needs Assessment (CHNA) and Community Benefit reporting process, including analysis and action development.
• Represents the institution in trade associations and coalitions, assisting in strategy formulation for issues impacting the institution and broader industry.
• Works with the Foundation leader, VP of Strategy, and others to optimize representation, business development, and community partnerships.
• Coordinates with Florida’s three other licensed children’s hospitals and collaborates with JHHS state and federal government affairs counterparts on policy and operational issues.
• Provides oversight and management of high-level projects, ensuring progress toward goals and follow-through by key staff.

Requirements

• Over ten (10) years of progressive leadership experience in State Government Affairs, with knowledge of Medicare, Medicaid, OSHA, CMS, and state guidelines.
• Bachelor’s Degree required; advanced degree in healthcare, law, policy, or a related field preferred.
• 10+ years’ experience in a leadership role for a business unit or support organization.
• Experience with process redesign (Six Sigma, Lean, etc.) preferred.
• Administrative senior leadership experience in healthcare operations, with a track record in large, complex organizations.
• Florida experience highly preferred.
• Pediatric experience highly preferred.
