About the role

The Volunteer and Community Services Manager oversees public programs for the Natural Resources and Lands Management (NRLM) Division on the Peninsula Watershed, San Francisco, and the Right of Way. This role leads environmental education, interpretive, trail recreation, stewardship, and docent programs focused on resource conservation and public access. The manager fosters partnerships with community and education groups, leverages volunteer efforts, and interfaces with surrounding communities, neighborhood groups, and regional land management agencies.

Responsibilities

• Recruit, hire, train, coach, monitor, and direct supporting staff, including a Volunteer Coordinator, seasonal employees, and interns.
• Administer the public access program on the Fifield-Cahill Ridge Trail, including managing the trail reservation system, events, interpretive programs, and related facilities.
• Manage the volunteer trail leader program, including developing enrichment opportunities, recruitment strategies, program policies, and evaluation tools.
• Develop and manage volunteer watershed programs for habitat restoration, trail maintenance, exotic plant removal, field surveys, revegetation, natural resource monitoring, and service-learning.
• Develop new engagement strategies and stewardship opportunities.
• Implement an outdoor environmental education program for the Peninsula watershed, focusing on water and natural resource protection for diverse communities and age groups.
• Develop and implement a permit program for the Southern Skyline Ridge Trail, monitor trail permits, recommend changes, and maintain permit information on the website.
• Assess program results, set goals, establish priorities, and recommend policies and procedures for volunteer and community programs.
• Collaborate with division staff to identify volunteer needs and opportunities, and participate in project implementation.
• Create summary reports and develop recommendations for program improvements.
• Manage and coordinate content for the Peninsula Natural Resource Division’s interactive website, including information on natural, cultural, and water resources, events, and permits.
• Liaise with external agencies, educational institutions, and regional trail and resource conservation collaborations.
• Establish and maintain relationships with schools, community groups, City departments, and outside agencies; organize community and departmental events.
• Make presentations to private, public, civic, and professional groups about watershed and Right of Way programs; coordinate with SFPUC public affairs for media communications.
• Develop project plans, budgets, and control expenditures related to public outreach, volunteer programs, and community involvement.
• Maintain schedules, timesheets, files, and records for volunteers, including database management and statistical data development.
• Order and maintain supplies, tools, and equipment for programs.
• Perform other duties as assigned.

Portion of the work duties will be outdoors, exposing the incumbent to inclement weather, potential hazards, and wildlife. The position may require standing or walking for extended periods and occasionally lifting or pushing up to 30 pounds of equipment.

Requirements

• Possession of a baccalaureate degree from an accredited college or university.
• Four years of experience coordinating or directing volunteers, stewardship, education, or related community programs.
• Possession of a valid and current California driver’s license.

Additional professional experience may substitute for the required degree on a year-for-year basis, up to a maximum of two years (one year = 30 semester units/45 quarter units).

Qualifications

• Two years of supervisory experience.
• Experience or education in natural resource management, ecology, or a related field.
• Expertise interacting with the public in a visitor services role.
• Experience using an online database to manage reservations, appointments, programs, or staff calendars (e.g., Salesforce, ActiveNet, RecDesk).
• Experience with event and/or program logistics.
• Experience with contracts and invoicing.
• Proficiency with Microsoft Office suite, graphics, and mailing software.
• Experience working with underserved communities.
• Fluency in a second language.
