Summary of Job

Reporting to the Public Works Director and working collaboratively with Village leadership, the Village Engineer oversees engineering operations related to public infrastructure, land development, and capital improvements. This role provides technical expertise to the Village Board, commissions, and departments, while coordinating closely with internal staff, consultants, developers, and regulatory agencies. The position also supervises engineering staff and plays a key role in project management, development review, and long-range infrastructure planning.

Essential Duties & Responsibilities

  • Engineering and Project Delivery

    • Lead design, review, and construction of public works projects, including streets, utilities, and infrastructure systems.
    • Establish and enforce engineering standards, specifications, and construction requirements.
    • Manage project timelines, budgets, and consultant performance for capital improvements.
    • Conduct field investigations, site inspections, and oversee construction activities.
  • Development Review and Coordination

    • Review subdivision plats, site plans, and development proposals for compliance with Village standards.
    • Collaborate with developers, contractors, and consultants on project requirements and approvals.
    • Oversee permitting processes related to right-of-way work, erosion control, grading, and utilities.
    • Ensure proper documentation, record drawings, and GIS integration for completed projects.
  • Leadership and Collaboration

    • Supervise and mentor engineering staff; delegate and prioritize workload.
    • Collaborate with Public Works divisions (streets, utilities, facilities) on infrastructure planning and operations.
    • Serve as a technical advisor to the Village Board, Planning Commission, and Public Works Committee.
    • Participate in public meetings and communicate project updates to staff team, external stakeholders, and residents.
  • Planning, Budgeting, and Administration

    • Aid in the development of the annual capital improvement plan (CIP) and operating budget.
    • Prepare technical reports, ordinances, specifications, and contract documents.
    • Coordinate engineering consultants and support procurement for public works projects.
    • Respond to resident inquiries and resolve infrastructure-related concerns.

Typical Qualifications

  • Required

    • Bachelor’s degree in Civil Engineering or related field.
    • Licensed Professional Engineer (P.E.) in the State of Wisconsin (or ability to obtain).
    • Progressive experience in municipal or civil engineering, including project management.
    • Strong knowledge of public infrastructure systems, construction standards, and regulatory requirements.
  • PREFERRED

    • Experience in municipal government or public works operations.
    • Background in development review, permitting, and subdivision design.
    • Proficiency with AutoCAD, GIS systems, and engineering software.

Life Insurance

  • Employer-paid basic premium, value equal to 100% of the employee's annual salary rounded to the highest $1,000 with employee option to purchase up to two additional increments for a total of 5 times the employee's annual salary.

Long Term/Short Term Disability Insurance

  • The Village of Germantown offers a Short Term Disability plan through ETF to any regular employee that works at least 24 hours per week. The premium is paid 100% by ETF and the plan pays a monthly benefit of 75% of monthly base salary after the employee has been off work for 30 days.

  • Wisconsin Retirement System pension program participation with Employer Share 6.95% gross wage. Optional participation in a 457 Deferred Compensation Plan.

Pay Periods/Direct Deposit

  • Village employees are paid bi-weekly, every other Monday. As an added convenience and safety measure, the Village requires all new employees to sign up for direct deposit of their payroll checks.
