About the role

Under the general direction of the Digital Communication Manager, this senior-level position performs highly advanced multimedia content production to build the DSHS brand and increase public and stakeholder knowledge and awareness of public health issues. The role establishes creative direction, production quality standards, and operating procedures for multimedia content, producing high-quality photography and video for agency communications and public relations efforts. This position involves strategic thinking, excellent interpersonal skills, high emotional intelligence, and exceptional writing and content development abilities. As part of agency emergency response, this role may require extended or alternate hours during a public health emergency.

Responsibilities

  • Executes video and photo production projects through planning and development of communication strategies, creative direction, and written content for internal and external audiences, including campaigns, social media, and public health disaster response efforts.
  • Produces high-quality photos and videos of DSHS activities or selects stock imagery for published communications.
  • Meets biweekly with Communications, Media Relations, and Government Affairs to create strategic plans for multimedia content production and distribution, including outreach to lawmakers.
  • Oversees large-scale multimedia projects and campaigns, coordinating with external vendors, stakeholders, and agencies while maintaining timelines and deadlines using tools like Monday.com, SharePoint, and Basecamp.
  • Provides consultation services to DSHS regional and program partners on video or photography for public health communication efforts and serves as a creative and strategic consultant on statewide marketing campaigns.
  • Edits photography and video using Adobe software, including audio components, and maintains the DSHS audio-visual media libraries across shared drives, social media, and video-sharing platforms.
  • Works with DSHS programs and internal staff weekly to coordinate messaging for video or photo initiatives related to health education, disaster response, and public health promotion.
  • Coordinates with the Digital Communication Manager and program leads quarterly to develop and execute communication plans.
  • Supports other Communication Unit functions, including online, interactive, social, and emerging media communications, marketing research, and internal communications.
  • Uploads agency videos to social media platforms (YouTube, Vimeo) and ensures compliance with federal and HHSC accessibility requirements, including accurate captioning and translation services for limited English proficiency audiences.
  • Collaborates with DSHS Web Services and social media teams to ensure accurate and timely posting of information.
  • Contributes to the development of internal communications departmental processes and standards through biweekly meetings.
  • Participates in agency disaster response, recovery, or continuity of operations activation as required.

Requirements

  • A minimum of 5 years of experience in videography and multimedia communications.
  • Experience delivering high-quality products in video planning, production, editing, and storytelling.
  • Experience delivering high-quality products in photo planning, production, and editing.
  • Experience delivering high-quality communication strategies and programs for external and internal audiences.
  • Experience researching, writing, editing, and producing video and photo content for print, web, and social media.
  • Graduation from an accredited four-year college or university with major coursework in multimedia design, digital media, communications, film production, graphic design, or a related field is preferred. Experience and education may be substituted for one another.

Skills

  • Advanced knowledge of multimedia strategies, design, photography, videography, audio, animation, and production methods.
  • Skill in video and photography concepts, practices, and software tools.
  • Understanding of branding and marketing principles, particularly for public agencies.
  • Extensive facilitation experience with diverse groups and competing interests.
  • Knowledge of English grammar, professional writing standards, and stakeholder relations.
  • Familiarity with media types, material requirements, and legal considerations (libel, slander, privacy, copyright).
  • Advanced skills in video/photo production (e.g., special effects, green-screen techniques).
  • Skill in organizing, writing, communicating, and presenting visual information.
  • Strategic communication planning and proficiency with Microsoft Office products.
  • Ability to manage multiple priorities, identify problems, evaluate alternatives, and implement solutions.
  • Ability to develop collaborative relationships with cross-functional groups.
  • Excellent analytic and decision-making abilities.
  • Ability to interpret agency programs and research into public information.
  • Ability to track projects from conceptualization to final product.
  • Ability to establish and maintain effective working relationships with employees, government officials, and the public.
  • Ability to communicate effectively in senior-level meetings and conduct presentations to stakeholders.
  • Ability to work effectively at all organizational levels and influence toward common goals.
  • Ability to develop strategic plans, budgets, and supervise others.
  • Ability to speak to community and professional groups to coordinate and stimulate program interest.
  • High emotional intelligence, particularly in understanding change and its impact on people.

Pay

Salary range: $7,108.33 per month.

Schedule

  • Up to 5% travel required.
