About the role
This position reports to the Deputy Commissioner of School District Leadership and Educator Quality. It performs highly advanced managerial work providing direction and guidance in strategic operations and planning.
Responsibilities
- Supervises and evaluates one Deputy Associate Commissioner and four Division Directors.
- Preparing and updating job descriptions, preparing annual performance evaluations, making salary and merit recommendations, and creating professional development plans for immediate reports. Also responsible for addressing personnel and human resource issues.
- Provides leadership and strategic direction for five divisions.
- Setting expectations and vision for divisions, ensuring that staff understands priorities and deadlines, creating short and long-term plans to create the most efficient and effective processes for divisional activities that produce timely work products, monitoring, evaluating and adjusting work plans, and scheduling and coordinating needed meetings to ensure operational excellence.
- Prepares, reviews, and edits Commissioner's rules and agency policies.
- Reviewing and updating rules and policies in response to identified needs or legislative action, following appropriate posting and public commentary processes for rule adoption, and working collaboratively within and outside the agency to ensure the most appropriate rules and policies are adopted.
- Communicates with School Districts, professional associations and organizations, the Legislature, and the State Board of Education.
- Traveling as needed to meet in person with relevant stakeholders, preparing and delivering presentations and speeches on behalf of the Commissioner and the agency, providing testimony and information to the Legislature and the State Board of Education, and communicating with the public and preparing information for the public concerning the activities of the five divisions.
- Prepares reports, memoranda, and other correspondence for the Commissioner, Legislature, and relevant stakeholders.
- Preparing or overseeing the preparation of timely and accurate requested or required reports, briefings, talking points, responses to appeals, and other publicly available information and preparing or overseeing the preparation of timely and accurate requested or required internal memoranda, reports, or other correspondence.
- Serves as Commissioner's designee on all appeals and/or administrative reviews under the purview of the five divisions.
- Serving as the Commissioner's designee for all reviews related to school financial audits, accreditation status and sanctions, and interventions for academically unacceptable districts/campuses, or certain institutions not meeting adequate yearly progress and subject to school improvement requirements and making any appropriate changes in reports or sanctions based on the review.
- Prepares and maintains departmental budget.
- Working with division directors to prepare budgets, approving purchases, and providing general fiscal oversight to ensure that relevant Federal, State, and agency financial laws, rules, and guidelines are followed.
Requirements
- Education: Graduation from an accredited college or university with a Master's degree and an earned doctorate is preferred.
- Licenses/Certifications: Must hold or be eligible for Texas Administrator Certification.
- Experience: Eight (8) years administrative experience at the K-12 level as a principal, superintendent, or other school district administrator. Other relevant educational job experience may substitute.
