What You Will Do Build and Lead the Technical Program Management Function Define the TPM charter, mission, scope, authority, decision rights, engagement model, deliverables, interfaces, and performance expectations for a high-growth data center developer.Develop the organizational model, staffing plan, role definitions, capability matrix, onboarding process, partner strategy, and operating cadence for campus-level and portfolio-level TPM support.Lead hands-on during the early stage of the function by establishing standards, running critical governance forums, resolving escalations, and creating momentum before the full team is in place. Portfolio Governance and Operating Cadence Create the portfolio governance model that connects executive priorities, customer commitments, campus milestones, technical decisions, risk reviews, change governance, and cross-functional action ownership.Establish recurring operating rhythms including portfolio reviews, campus readiness reviews, technical decision forums, dependency reviews, risk escalations, customer-commitment reviews, and executive dashboards.Ensure governance forums drive decisions and actions rather than passive reporting, with clear owners, dates, required inputs, escalation paths, and follow-through. Planning and Development (PLaD), Pre-Construction, and Development Integration Embed TPM discipline into Planning and Development (PLaD), Pre-Construction, site diligence, feasibility, entitlement, utility strategy, design-readiness, procurement-readiness, and executive funding decisions.Partner with development, land, utilities, engineering, constructability, pre-construction, commercial, finance, legal, and executive stakeholders to translate early-stage opportunities into executable technical programs.Ensure early decisions are documented with assumptions, constraints, alternatives, risk impacts, required follow-up, and downstream implications for design, procurement, construction, commissioning, customer delivery, and operations. Technical Requirements, Scope, And Decision Management Create a disciplined method for capturing, translating, and controlling technical requirements from customers, design standards, operations, commissioning, controls, security, sustainability, resiliency, AHJs, utilities, and business stakeholders.Maintain requirements traceability from customer commitments and basis-of-design decisions through procurement packages, construction scopes, commissioning acceptance criteria, and turnover requirements.Lead cross-functional decision management for major technical choices, ensuring options, tradeoffs, cost/schedule impacts, risk, customer implications, and final decisions are clearly documented. Power, Utility, Permitting, and External Dependency Integration Partner with power, utility, land, environmental, permitting, engineering, legal, finance, and construction teams to integrate external dependencies into the technical program plan and executive risk view.Track and escalate constraints related to transmission, substations, distribution, temporary power, water, wastewater, stormwater, fiber, roadways, off-site improvements, easements, environmental permits, and AHJ approvals.Ensure utility and permitting assumptions are visible in milestone plans, customer commitments, procurement releases, campus phasing, energization strategy, commissioning windows, and capital deployment decisions. Procurement, Long-Lead Equipment, and Vendor Program Management Partner with Procurement, Engineering, Construction, Commissioning & Quality, Controls, and Operations to align long-lead equipment, owner-furnished equipment, vendor scopes, submittals, FAT/SAT expectations, logistics, and delivery milestones with the integrated technical program.Create visibility into procurement-critical decisions, specification readiness, vendor dependencies, manufacturing slots, approval timelines, equipment release dates, inspection requirements, shipping constraints, storage assumptions, and field need dates.Use vendor and integrator program data to support executive decisions, escalation, risk mitigation, recovery planning, preferred-partner strategy, and future campus standardization. Mega-Campus Phasing, Construction, Commissioning, Controls, and Quality Integration Partner with Construction, Engineering, Pre-Construction, Controls, Commissioning & Quality, Operations, Logistics, and customer delivery teams to align technical program logic with campus phasing, construction sequence, safe access/egress, energization, startup, testing, turnover, and live-site interfaces.Ensure controls integration, commissioning readiness, quality hold points, equipment turnover, system boundaries, customer witness requirements, and operations acceptance criteria are reflected in program plans before they become critical path issues.Serve as a senior TPM escalation point during construction for cross-functional technical issues, field changes, RFIs, submittal delays, vendor readiness gaps, interface risks, turnover blockers, and recovery planning. Schedule, Cost, Risk, and Executive Reporting Integration Partner with Project Controls, Estimating, Finance, Commercial, Construction, Procurement, Planning and Development (PLaD), and executive leadership to integrate technical program milestones, risks, dependencies, and decisions into schedule, cost, forecast, and capital planning processes.Develop concise executive reporting that communicates program health, milestone confidence, critical path exposure, open decisions, risk severity, change impacts, resource constraints, and required executive actions.Translate technical complexity into clear business implications for customer commitments, revenue timing, capital exposure, margin, contingency, financing, liquidity-event readiness, and enterprise value. Customer Commitments, Commercial Alignment, and Change Governance Partner with Commercial, Customer Delivery, Legal, Finance, Development, Engineering, Construction, Commissioning, and Operations to ensure customer commitments are technically executable, clearly documented, and aligned with program constraints.Establish change governance that evaluates customer, design, equipment, utility, procurement, site, scope, and schedule changes for their impact on cost, delivery date, risk, commissioning, operations, revenue, and contractual obligations.Support customer-facing program discussions when technical execution, phasing, density, power availability, commissioning strategy, readiness, or schedule risk affects commitments or expectations. Team Leadership, Standards, Tools, and Continuous Improvement Recruit, lead, coach, and develop a high-performing TPM team capable of operating in ambiguous, fast-moving, cross-functional environments while maintaining discipline, transparency, and accountability.Create TPM playbooks, templates, dashboards, stage-gate materials, meeting cadences, readiness checklists, risk frameworks, decision records, requirements logs, lessons-learned processes, and performance metrics.Drive continuous improvement by feeding lessons learned from development, design, procurement, construction, commissioning, controls, quality, operations, customers, vendors, and investors back into standards and future campus execution. What You Bring 10+ years of progressive experience in technical program management, program leadership, data center development, mission critical delivery, infrastructure, construction, engineering, utilities, owner/developer program management, or related complex technical environments.Demonstrated experience leading cross-functional technical programs involving design, procurement, construction, commissioning, controls, operations, customer commitments, commercial constraints, and executive stakeholders.Experience building, scaling, or transforming a program management, TPM, PMO, project controls, technical delivery, or execution governance function in a high-growth or complex portfolio environment.Strong understanding of data center development drivers including power availability, utility milestones, land constraints, entitlement/permitting, design standardization, MEP systems, long-lead equipment, construction phasing, controls integration, commissioning, quality, and turnover.Ability to translate complex technical issues into concise business implications for schedule, cost, risk, customer delivery, capital deployment, operations, revenue, and enterprise value.Experience creating governance cadences, executive dashboards, decision logs, risk registers, dependency maps, stage-gate criteria, and cross-functional operating rhythms.Proven ability to lead through influence across teams that may not report directly to the role, including senior executives, technical leaders, project teams, customers, vendors, contractors, utilities, consultants, and partners.Excellent written and verbal communication skills, with the ability to create board-ready, executive-ready, and project-level materials from incomplete or ambiguous information.Bachelor's degree in Engineering, Construction Management, Architecture, Business, Program Management, or related field preferred; equivalent senior-level experience acceptable.
