Vice President of Operations
The Vice President of Operations, reporting to the EVP and Chief Property Management Officer, oversees a region of approximately 3,400 rental units. This role is a key part of the property management leadership team focused on low and moderate-income housing, driving neighborhood improvement through affordable housing development. The VPO directs and mentors multiple Property Management Regional Directors (PM RD) across property, leasing, maintenance, and financial operations to meet the company’s financial, business, and customer service goals. The position ensures alignment with resident services and other department initiatives to maintain brand integrity and support residents in maximizing their social and economic potential. The VPO also contributes to tactical planning for the property management department to achieve TCB’s strategic goals of becoming the management company of choice and expanding the portfolio.
Responsibilities
- Promote consistent adherence to TCB’s standard operating policies and employee handbook, ensuring the organization’s mission is reflected in regional policies and procedures.
- Provide leadership, mentoring, and direction to enhance employee skills and foster a collaborative, positive work environment across all departments.
- Monitor and promote adherence to established metrics, benchmarks, and regionally specific initiatives to optimize regional performance.
- Guide property management teams in preparing and achieving annual operating budgets and break-even goals, ensuring budget expectations are met or exceeded.
- Collaborate with TCB leaders and property owners to strategically plan for growth, new initiatives, and business opportunities, including setting operating budgets for new developments or acquisitions.
- Serve as a positive role model for direct reports, teams, and interdepartmental peers, leading with integrity.
- Communicate effectively with property owners managed by TCB.
- Review and analyze monthly financial statements with PM RDs to enhance accountability, create efficiencies, and develop plans to meet or exceed budget goals.
- Ensure compliance with TCB’s financial monitoring controls (e.g., purchase orders, petty cash, turn costs, reserve withdrawals, bids, and contracts) and all regulatory requirements.
- Provide mentoring and pre-audit tactics for annual lease renewals/recertifications, agency audits, resident meetings, and file systems to ensure successful audits.
- Maintain knowledge of market competition, rental rates, and resident amenities in micro and macro regions; conduct portfolio reviews of market competition as conditions warrant and share trends cross-functionally.
- Lead and hold PM RDs accountable for due diligence and rehabilitation efforts, evaluating physical conditions, resident needs, safety, and government subsidy adjustments for development projects and new construction from planning to stabilization.
- Ensure compliance with Affirmative Marketing Plans, Fair Housing regulations, and make regional recommendations for Tenant Selection Plans.
- Partner with resident services to implement programs that maximize residents’ social and economic potential.
- Plan, finance, develop, and operate high-quality affordable housing while coordinating access to support services and asset-building activities for low-income individuals.
- Collaborate with resident services, neighborhood groups, residents, public/private agencies, and philanthropic interests to shape community and economic initiatives.
- Transform distressed housing projects into anchors for neighborhood revitalization as a long-term stakeholder.
- Create effective local implementation teams for new acquisitions and developments, combining neighborhood understanding, technical skills, and managerial ability.
- Monitor accurate and timely completion/submission of agency reports, replacement reserves, and other critical documentation.
- Ensure knowledge of and adherence to all management contracts and affordable housing programs, including state, local, and federal regulations.
- Provide coordination and leadership for properties undergoing NSPIRE preparation or other physical/administrative reviews.
- Review Yardi dashboards for patterns, benchmarks, and metrics related to work orders, preventative maintenance, unit turn times, down days, physical occupancy, and delinquency.
- Guide the determination and preparation of scope of work, bidding processes, and contract awards; develop business analytics and cost-per-unit standards for regions and building types.
- Develop staffing ratios and implement efficient, productive staffing plans for each property.
- Encourage consistent communication with residents regarding events, renovation schedules, and feedback to shape future TCB initiatives.
- Ensure appropriate customer service for issues involving building rules, resident concerns, or occupancy agreements, integrating resident services as needed.
- Establish and maintain responsive relationships with applicable agencies for each macro market; respond to agency requests promptly and ensure portfolio managers maintain up-to-date, accurate reports.
- Stay informed of new regulations and collaborate on best practices across the region, leveraging knowledge globally and sharing it with other departments.
- Work productively with Development and Asset Management teams on design, construction, pre-development needs, performance, long-range planning, and potential restructuring of existing sites.

Requirements
- Bachelor’s degree in business management or a related field, or 10 years of progressive responsibility in property management, hospitality, or retail experience.
- 8+ years of multi-site, multi-family, multi-property operational management experience, preferably with a portfolio of mixed residential property types or comparable roles in hotel/resort/retail management.
- Industry certification such as Certified Property Manager (CPM) or Accredited Apartment Manager (AAM) is desirable.
- Proficient in Microsoft Office programs and Yardi or other industry software.
- Real Estate License preferred, or required by state law.
- Prior experience in and knowledge of affordable housing and applicable compliance is strongly preferred.

Pay
Estimated salary range: $165,000–$180,000.
