Vice President of Human Resources

Summary:

The Vice President of Human Resources directs and oversees People Incorporated’s Human Resources (HR) department while leading HR practices and objectives that provide an employee-oriented, high-performance culture that emphasizes the empowerment, quality, and productivity, along with the recruitment and ongoing development, of a superior workforce.

Essential Functions:

  • Provide strategic leadership and oversight for all Human Resources functions, ensuring alignment with the Agency's mission, strategic plan, and organizational goals
  • Serve as a trusted advisor to the President & CEO, executive leadership team, and managers on all Human Resources matters
  • Develop, implement, and evaluate HR strategies, policies, and initiatives that support organizational growth and operational excellence
  • Foster a positive, inclusive, and employee-centered workplace culture that promotes engagement, accountability, and cultural acceptance
  • Lead succession planning efforts and workforce planning to ensure organizational sustainability
  • Direct Agency-wide recruitment, hiring, onboarding, and retention strategies
  • Develop innovative recruitment initiatives to attract qualified candidates in a competitive labor market
  • Maintain workforce trends, turnover, vacancy rates, and staffing metrics, implementing strategies to improve retention
  • Oversee employment branding and recruitment marketing initiatives
  • Provide guidance and consultation to leadership regarding employee relations, disciplinary actions, investigations, conflict resolution, and performance management
  • Lead complex workplace investigations and recommend appropriate corrective actions
  • Ensure consistent application of Agency policies and employment practices
  • Promote positive employee engagement through recognition, communication, and employee satisfaction initiatives
  • Oversee administration of employee compensation, benefits, leave programs, workers' compensation, unemployment, and HRIS systems
  • Ensure compliance with the Family and Medical Leave Act (FMLA), Americans with Disabilities Act (ADA), Fair Labor Standards Act (FLSA), Massachusetts Paid Family and Medical Leave (PFML), COBRA, HIPAA, and other applicable employment laws
  • Recommend compensation strategies that support recruitment, retention, and internal equity
  • Oversee annual benefits renewal, open enrollment, and vendor relationships
  • Direct leadership development, employee training, orientation, and continuing education initiatives
  • Assess organizational training needs and develop learning opportunities to strengthen employee performance
  • Coach managers on employee development, performance management, and leadership effectiveness
  • Develop succession plans and career development pathways
  • Ensure Agency compliance with all federal, state, and local employment laws, regulations, licensing standards, and accreditation requirements
  • Oversee HR-specific activities through audits of personnel files, I-9 documentation, licensure, mandatory training, background checks, and employment records
  • Oversee Quality Assurance-specific activities through audits of programs based on program regulations, program policy, and Agency policy
  • Lead continuous quality improvement initiatives within Human Resources by evaluating processes, implementing best practices, and leveraging data to improve service delivery and employee experience
  • Monitor HR metrics and key performance indicators to identify trends and recommend continuous quality improvement initiatives
  • Develop, review, and update HR policies and procedures to ensure legal compliance and operational effectiveness
  • Cover responses to employment-related audits, investigations, and regulatory inquiries
  • Develop and manage the Human Resources departments budget
  • Monitor departmental expenditures and recommend cost-effective solutions while maintaining quality services
  • Manage contracts and relationships with benefit providers, consultants, legal counsel, and other HR vendors
  • Assume responsibility for the work related to the Agencys retirement plan specific to withdrawals and remittance
  • Manage EEO compliance and complete and submit yearly EEO-1 reporting
  • Recruit, supervise, mentor, and evaluate Human Resources staff
  • Establish departmental goals, monitor performance, and promote professional growth
  • Foster collaboration across departments while maintaining exceptional communication and professional interaction with employees and managers
  • Attend meetings, trainings, and professional development as required
  • Maintain all program and Agency required trainings
  • Perform other duties as assigned by management

Qualification Requirements:

  • Masters degree in human resources management and 10 years of experience, with 3 years in a supervisory role; or an appropriate combination of education and experience
  • Knowledge of federal and Massachusetts state laws governing employment
  • Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point)
  • Proven ability to handle confidential information with discretion
  • Skill in administration and/or supervision
  • Skill in organization, prioritization, and working independently
  • Ability to serve as a role model and a leader within the Agency and its community
  • Ability to respond to department emergencies
  • Ability to communicate and work with others cooperatively
  • Ability to multi-task
  • Qualifying criminal background check(s), driving record, and a valid drivers license are required
