About the role

We are seeking a Vice President, Construction Management to lead our Construction Management group. This role provides strategic leadership and executive oversight for high-impact, complex infrastructure programs.

Responsibilities

  • Provide executive leadership and oversight for large-scale, complex construction management and program management services across water, wastewater, environmental, and utility infrastructure.
  • Serve as a Senior Construction Advisor for public agencies and utility clients on high-risk, high-value capital improvement programs.
  • Establish and implement Construction Management Plans (CMPs) that define governance, roles, workflows, reporting structures, and escalation procedures for multi-year programs.
  • Guide program execution from preconstruction through construction, testing, commissioning, closeout, and transition to operations.
  • Oversee constructability reviews and preconstruction services to identify and mitigate risks related to cost, schedule, safety, environmental constraints, and regulatory compliance.
  • Direct quality assurance and quality control (QA/QC) programs, including integrated inspection and testing plans, third-party testing coordination, and conformance verification.
  • Lead development and enforcement of safety, environmental compliance, and site controls across all construction activities.
  • Provide executive oversight for complex underground construction, including deep tunneling, large-diameter pipelines, treatment facilities, pump stations, and major civil works.
  • Act as final authority on resolution of complex RFIs, claims, change orders, and dispute negotiations to minimize owner risk and cost exposure.
  • Lead multiple leadership levels including large, diverse teams of senior-level, mid-level, first-level leaders, and/or individual contributors.
  • Set vision and direction for assigned service area(s); develop short- and long-term strategy and goals (12+ months out).
  • Drive strategic, company-wide initiatives; develop policies and budgets.
  • Make high-level financial decisions, oversee financial performance of assigned service area, and responsible for achieving significant revenue targets.
  • Coach, develop, and mentor leaders and staff.
  • Manage staff performance, set individual performance goals, conduct performance reviews, and oversee performance improvement plans.
  • Responsible for talent planning, succession and compensation administration of leaders and staff in assigned group.
  • Serve as Project Principal, overseeing multiple Project Managers, large-scale Master Service Agreements (MSA), and the delivery of complex programs.
  • Lead the delivery of strategic, high-impact, multidisciplinary projects and programs, applying technical expertise as needed.
  • Advocate for the use of AI and digital tools across the division, region or state based on potential for use within portfolio.
  • Use AI and digital tools to elevate the quality and speed of projects, double-checking its outputs, and make sure information presented meets technical and ethical standards.
  • Own client portfolios and be accountable for client growth, retention, and overall performance.
  • Drive business development strategy, including expansion of existing clients and acquisition of new clients.
  • Build and maintain senior-level client relationships and external networks that generate opportunities.
  • Lead major pursuits and position the firm to win high-impact work.
  • Represent the organization in industry groups, boards, and community organizations to enhance market presence.
  • Use AI and digital tools to elevate the quality and speed of our client insights, ensuring clients feel confident that technology enhances expertise but doesn't replace it.
  • Use Salesforce analytics for forecasting pipelines, backlog and account planning 7-18 month outlook.

Requirements

College degree in related field, or equivalent experience. Professional engineer registration is a preferred. Typically 10–15+ years of experience related to profession, with at least 5 years leading others. Experience with large- and small-scale water/wastewater facilities, tunnels, and utilities. Experience with alternative delivery such as CMAR and design-build. Microsoft Suite Products (e.g. Outlook, Excel, Word, PowerPoint, SharePoint, OneDrive, etc.).
