Utility & Railroad Coordinator
About the role
The Indiana Department of Transportation (INDOT) seeks a Utility & Railroad Coordinator to join a dynamic team that serves Indiana citizens, improves quality of life, and enhances economic opportunity. This role involves reviewing project schedules and designs to ensure alignment with utility and railroad infrastructure, collaborating with partners, and resolving conflicts to keep construction timelines on track.
Responsibilities
- Review project schedules and design plans to identify potential conflicts between highway construction and utility or railroad infrastructure.
- Collaborate with designers, consultants, utilities, railroads, cities, and counties to clarify scope, responsibilities, and ensure compliance with federal and state requirements.
- Assess real-world conditions at project sites and work directly with partners to resolve unexpected issues during construction.
- Draft coordination documents, prepare agreements, guide relocation plans, and track progress across multiple projects.
- Evaluate long-term implications of policies and carefully review plans, documents, and agreements.
- Communicate confidently, both orally and in writing, and work effectively with a wide variety of stakeholders.
- Track multiple projects, maintain documentation, create action plans, and support overall program operations.
- Respond immediately to INDOT project construction issues involving utilities and railroads as they arise for successful resolution to meet the schedule of the project.
- Ensure efficient delivery of coordination documents and assist with negotiations of agreements required for projects that impact utility relocations and railroad operations.
- Track progress of assigned projects and assist with tasks as necessary to ensure project completion.
Requirements
To succeed in this role, candidates should have specialized knowledge in program subject matter obtained through experience and/or education, extensive knowledge of pertinent rules and regulations, and the ability to develop and implement new principles and policies. They should also have the ability to communicate orally and in writing, apply general rules to specific problems, and work effectively with a wide variety of stakeholders.
Qualifications
- At least 7+ years of experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
- A degree is not required.
- Specialized knowledge in program subject matter obtained through experience and/or education.
- Specialized knowledge of program area including pertinent rules and regulations.
- Extensive knowledge of all source materials and references including federal and state laws governing the programs.
- Ability to develop and implement new principles and policies and discern any far-reaching implications.
- Ability to communicate orally and in writing.
- Ability to apply general rules to specific problems to produce answers that make sense.
- Ability to work effectively with a wide variety of stakeholders.
- Working knowledge of accounting and budget principles.
- Ability to delegate work, set clear direction, and manage workflow.
- Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.

Pay
The salary for this position traditionally starts at $53,222.00 but may be commensurate with education and work experience. Use our Compensation Calculator to view the total compensation package.
Schedule
This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work.
