Utility Plant Manager

About the Role

This position is responsible for overseeing, managing, and directing the day-to-day operation and maintenance activities of a large plant facility in Stockton, CA. The role requires performing complex services with a high level of independent judgment, initiative, and discretion. Work is self-directed, with results reviewed through goal achievement and adherence to policies.

Key Accountabilities

  • Coordinate daily activities to ensure optimum plant performance, including safety, environmental compliance, efficiency, and reliability.
  • Make and approve major operating and maintenance decisions to comply with contracts, agreements, and regulatory laws.
  • Minimize operating errors through investigation, communication, and corrective action programs.
  • Complete equipment repairs and overhauls on schedule using established planning methods and adequate manpower.
  • Maintain plant capacity rates through equipment performance programs and skilled personnel.
  • Ensure compliance with all environmental regulations.
  • Manage costs through effective expenditure approval, overtime management, budget monitoring, and variance reporting.
  • Coordinate activities under O&M services contracts and supply agreements, including communication with stakeholders.
  • Administer safety, occupational health, and fire protection programs.
  • Evaluate staffing levels, adjust skill mix, and maintain hiring and promotion systems.
  • Coordinate plant training and communication programs, including new employee orientation.
  • Ensure compliance with federal, state, and local regulatory agency rules.

Minimum Education & Experience Requirements

  • High School Diploma or equivalent with 10+ years of supervisory/managerial experience in a power plant.
  • Associate degree or industry-recognized certificate with 8+ years of supervisory/managerial experience in a power plant.
  • 4 years of military experience at an officer level.
  • Bachelor’s degree in a related discipline with 6+ years of supervisory/managerial experience in a power plant.
  • Solid fuels power generation work experience is required.

Preferred Qualifications

  • Understanding of power plant O&M, plant engineering, contracts, and general business functions.
  • Strong safety and environmental management skills.
  • Knowledge of accounting, contract administration, human resources, procurement, and plant administration.
  • Familiarity with federal, state, and local regulatory agencies.
  • Ability to plan, coordinate, and direct complex programs and tasks.
  • Strong leadership and employee motivation skills.
  • Analytical and problem-solving abilities for cost-effective decision-making.
  • Excellent written and oral communication skills.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook) and computer-based PM programs.

Physical Demands & Working Conditions

  • Occasionally stand, walk, stoop, or kneel.
  • Frequently sit and use hands for handling and reaching.
  • Lift up to 10 pounds frequently and up to 25 pounds occasionally.
  • Work in both office and plant environments, with exposure to outdoor conditions, mechanical parts, fumes, and noise.

Pay

The pay range for this position is $135,000.00 - $203,000.00. The successful candidate will be eligible for a $10,000 signing bonus.
