About the Role

This position supervises utility crews performing construction, maintenance, and repair of water distribution and wastewater collection systems for Charlotte Water. Responsibilities include leading skilled and semi-skilled tasks, ensuring compliance with safety regulations, auditing technician work, and participating in repairs and installations of water and sewer infrastructure.

Responsibilities

• Performs lead, skilled, and semi-skilled tasks related to repair and maintenance of wastewater collection and water distribution systems, including cleaning pipes, exercising and repairing water valves, installing and repairing fire hydrants, and responding to sanitary sewer overflows (SSOs).
• Identifies hazards, sets up safety zones, and conducts safety checks for confined-space work; serves as the competent person on job sites.
• Checks elevations for proper grade, installs trenching and shoring, excavates areas, restores sites, remediates spills, and locates infrastructure.
• Clears easements, cuts manholes, cleans sewer lines and mains.
• Operates equipment such as mini excavators, jetters, hydraulic generators, rodders, vac machines, hand and power tools, forklifts, backhoes, flatbeds, front-end loaders, dump trucks, street saws, and TV cameras.
• Gathers data, completes work orders, maintains records, and prepares reports; assists in job planning.
• Conducts pre-trip and post-trip truck checks and documents job safety requirements.
• Makes decisions concerning City Right of Ways and traffic control.
• Supervises and coordinates work activities, assigns tasks, monitors progress, and inspects completed work; provides input on hiring, discipline, and promotions.
• Evaluates performance, mentors staff, and completes performance reviews; develops skills improvement plans for employees not meeting standards.
• Trains crew members on policies, procedures, service orders, computer equipment, and machinery operation.
• Reviews work for completion and quality; inspects manholes.
• Evaluates material, labor, and equipment requirements; acquires necessary resources.
• Responds to customer inquiries and emergencies; works a rotating on-call schedule.
• Performs other related duties as assigned.

Requirements

• High school diploma or GED from an accredited school; college coursework preferred.
• Five years of related work experience, preferably as a Utilities Technician, including one year of supervisory experience.
• Valid driver’s license and City Driver’s Permit.
• Valid Class A commercial driver’s license (CDL) with tanker endorsement (or obtain within 6 months of hire).
• Depending on assigned area, requires one or more of the following certifications (or ability to obtain within required time of hire):
  • AWWA Customer Service
  • Grade I Wastewater Collection
  • Grade 2 Sewer certification
  • Grade C Water Distribution
  • NC AWWA Water Meter Technician
• Completion of three Skills Matrix Leadership and Development courses within one year of promotion/hire.

Physical Demands

The work is medium work, requiring applying 30 pounds of force frequently and exerting up to 50 pounds of force occasionally. Physical abilities include balancing, manual dexterity, perceiving sounds at normal speaking levels, distinguishing among sounds, kneeling, lifting, mental acuity, repetitive motion, speaking, talking, visual acuity in data/color/observations/equipment inspections, and walking.

Work Environment

Work is performed in a dynamic environment requiring responsiveness to changing goals and priorities. May involve working in confined spaces, overtime, various shifts, emergency response, and on-call duties.

Pay

$27.50–$30.54 hourly.

Schedule

Monday–Friday, 7:00 AM–3:30 PM.
