Utility Worker II
About the role
The City of McMinnville Water Reclamation Facility is hiring a Construction/Conveyance Maintenance Utility Worker. This position operates, maintains, constructs, repairs, and/or inspects sanitary sewer and storm sewer conveyance infrastructure and associated system components including pipelines, manholes, catch basins, siphons, culverts, and outfalls.
- Transporting contaminated soil and raw sewage for proper disposal;
- Repairing asphalt and concrete;
- Hazardous spill response;
- Following all safety policies and procedures;
- Responding to emergencies.
Responsibilities
Maintain sanitary and storm sewer conveyance infrastructure including pipelines, manholes, catch basins, siphons, culverts, and outfalls using specialized sewer cleaning equipment.
- Construct, repair, and rehabilitate sanitary and storm sewer pipelines, manholes, and catch basins, using traditional and trenchless construction techniques;
- Read and work from maps and construction plans;
- Perform pipe laying and repairs involving excavations;
- Perform preventive maintenance inspections of sanitary and storm conveyance infrastructure;
- Use smoke, air, or dye testing equipment to test for infiltration and inflow;
- Inspect pipelines with computer-based TV inspection equipment and document pipeline condition;
- Maintain storm water quality facilities by removing sediment, mowing, spraying, seeding, pruning, and/or planting;
- Control traffic, including signing, placing cones, and flagging in and around the job site location;
- Work closely with coworkers as part of a team.

Qualifications
- Knowledge of basic equipment maintenance and repair;
- Computer applications used in assigned area;
- Potential hazards and appropriate safety precautions required to perform assigned duties;
- Traffic control requirements;
- Federal, State, and City laws, ordinances and regulations related to program area.
Skills
- Evaluate potential problems in tasks and take appropriate action to solve problems;
- Safely operate light, medium, and heavy equipment;
- Read blueprints, maps, and other specifications required to complete public works tasks;
- Read and follow instructions on container labels;
- Exemplify traits that reflect the City’s culture, including integrity, customer service orientation, cultural competency, trustworthiness, flexibility, and a willingness to change;
- Pass a pre-employment physical exam in accordance with the posted job duties.
Special Requirements Or Licenses
- Oregon Wastewater Collection System Grade I or Higher (or must obtain Grade I within one year orientation period);
- OR Commercial Driver's License (CDL) Class A with manual transmission tanker and air brake endorsements (or must obtain within six months from the date of hire);
- Certified flagger and will have completed a public agency work site traffic control course (or must obtain within the one-year orientation period);
- Complete confined space entry safety training within six months of date of hire;
- Complete excavating / safety competent person training within one year of date of hire;
- Complete HAZMAT training within one year of date of hire;
- Obtain CPR/First Aid Certificate.
Supervisory Responsibilities
May provide training and orientation to newly assigned personnel and may assign work to student workers.
Additional Requirements
Finalists for this position will be subject to a pre-employment physical exam in accordance with the posted job duties.
Supervision Received
Works under the general direction of the Wastewater Services Conveyance Supervisor.
Working Conditions
This position is designated as an essential employee role, requiring the individual to be available and responsive during regular working hours as well as in the event of unexpected situations, emergencies, or critical operational needs. This may include working outside of regular hours, including weekends or holidays, based on business needs.
