Qualifications
- High school diploma or GED.
- Minimum of three years of experience in inspection, maintenance, or construction of water and sewer utility systems or a related field.
- Knowledge of utility construction methods, materials, and tools.
- Ability to read and interpret construction drawings and specifications.
- Strong organizational and communication skills to document findings and resolve issues.
- Capacity to perform manual labor under varying weather conditions and respond to safety concerns effectively.
Responsibilities
- Inspect water and sewer lines, taps, lift stations, and appurtenances for compliance with specifications, ordinances, and safety standards.
- Interpret and enforce utility specification, standards, approved plans, and applicable state regulations.
- Observe and log hydrostatic tests, air/vacuum tests of sewer and water lines.
- Evaluate as-built construction plans for accuracy and ensure all work aligns with engineering designs.
- Perform end-of-warranty inspections and prepare punch lists for project closeouts.
- Ensure water mains are properly flushed, chlorinated, and sampled according to standards.
- Conduct subdivision and capital project inspections for ordinance compliance.
- Collaborate with contractors, customers, and stakeholders to address and resolve construction issues.
- Represent the utility department at technical review committee meetings and preconstruction meetings.
- Review and provide feedback on utility construction plans and coordinate with other departments, such as planning and permitting.
- Perform manual labor in varying weather conditions to inspect work sites and ensure adherence to safety and environmental regulations.
- Report unsafe practices and assist in identifying water leaks or other minor troubleshooting tasks.
- Provide backup support for water service installation and repair as needed.
- Maintain daily logs of inspected sites, project statuses, and work progress.
- Prepare detailed written reports on inspection findings and maintain a project status database.
Compliance and Program Administration
- Ensure water mains are properly flushed, chlorinated, and sampled according to standards.
- Conduct subdivision and capital project inspections for ordinance compliance.
Physical Requirements
- Regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
- Frequent speaking and hearing.
- Using hands to finger, handle or feel.

- Reaching with hands and arms.

- Preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
- Regular exposure to outdoor weather conditions, frequently exposed to wet, humid conditions (non-weather), exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to the risk of electrical shock.
- Occasionally exposed to moving mechanical parts, exposure to vibration, wearing a self-contained breathing apparatus and exposure to bloodborne pathogens.
- Generally in a loud noise location.
