Responsibilities
- Research, analyze, and interpret legal documents related to USERRA and Veterans' Preference (VP), proposing recommended changes based on new or modified statutes, regulations, and applicable case law.
- Synthesize complex legal and regulatory information to translate program requirements and compliance policy into clear, actionable directives for national, state, and local veterans' offices.
- Edit and update the VETS USERRA/VP Operations Manual and Addendum, ensuring alignment with current policy guidance and the latest Congressional and Executive Order decisions.
- Write and develop policy documents, SOPs, user manuals, training materials, and slide decks related to USERRA enforcement requirements, presenting this information to a variety of stakeholders.
- Create and update public-facing documents for the VETS website, ensuring all deliverables meet DOL Section 508 compliance standards, and liaise with the Department's web team to publish content as directed.
- Support the Paperwork Reduction Act (PRA) ICR renewal process, including drafting supporting statements, Federal Register notices, and maintaining USERRA-related templates such as letter templates, witness statement forms, and Privacy Act releases.
- Collaborate with the COR and Federal Project Manager to ensure all USERRA deliverables meet quality standards, plain language guidelines, and established due dates.
Requirements
- A minimum of six (6) years of experience in regulatory and case study research methods, including analyzing and interpreting legal documents, statutes, regulations, and applicable case law.
- Demonstrated experience writing policy, developing SOPs, and producing training documentation and user manuals for a variety of audiences.
- Proficiency in Microsoft 365 tools including Word, PowerPoint, Excel, SharePoint, and Teams.
- Strong written and oral communication skills, with experience presenting technical and policy information to diverse stakeholder groups.
- Ability to undergo and successfully pass a minimum background investigation (MBI) or background investigation (BI) conducted through the U.S. Department of Labor.
Qualifications
- A Bachelor's or advanced degree in law, public policy, public administration, political science, or a related field.
Skills
- Familiarity with USERRA, Veterans' Preference (VP), and related federal employment and reemployment rights legislation.
- Experience supporting DOL program offices such as VETS or ETA, or working within a federal contracting environment.
- Experience producing Section 508 compliant documents in accordance with federal accessibility standards.
