TWDB - 26-102: Outlays Reviewer Specialist (Program Specialist I-II)
About the role
The Texas Water Development Board (TWDB) seeks a Program Specialist to join the Disbursement Review Department. This position reviews and approves funding releases and processes disbursements for TWDB financial assistance programs, including the Drinking and Clean Water State Revolving Fund.
Responsibilities
- Analyzes and approves disbursement requests in accordance with approved procedures and programmatic requirements.
- Reviews budgets, invoices, and incoming outlays.
- Coordinates with RWPD engineering staff on project status and budget issues.
- Coordinates with PAR on outlay processing.
- Audits and verifies financial data.
- Maintains confidentiality and accuracy of documents.
- Maintains required certifications and licenses.
- Trains others as needed.
- Prepares reports and assists in other administrative tasks.
Requirements
- Graduation from an accredited four-year college or university with a bachelor’s degree in Public Administration, Planning, Science, Business, Finance, or a related field.
- One year of relevant work experience in finance and/or accounting for Program Specialist I.
- Two years of relevant work experience in finance and/or accounting for Program Specialist II.
- Previous experience with government payment processing and federal funding programs.
- Experience with Microsoft Office Suite, particularly Excel, Word, and Outlook.
- Ability to adapt to changing priorities and work in a fast-paced environment.
Qualifications
- Knowledge of local, state, and federal laws and regulations relevant to the Regional Water Project Development Division.
- Skills in using Microsoft Office programs and other internet/email/databases software.
- Ability to analyze, interpret programmatic, and financial data.
- Ability to work effectively in a team environment and manage multiple tasks.
- Ability to stand/sit/move to perform activities such as retrieving/replacing files in a large file system for boxes up to 30 lbs.
- Ability to operate a vehicle for state business and maintain a valid driver’s license.
- Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
- Ability to train others.
