About the role
The Odessa District’s TP&D (Transportation Planning & Development) Office seeks a Plan Reviewer I, II, or III to ensure the delivery of quality projects on time for the District letting schedule. Ideal candidates should have a detail-oriented approach and a background in engineering, design, or plan review.
Responsibilities
- Plan reviewer I: Assists engineers in the review of PS&E submissions to ensure compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Assists in making corrections and/or revisions to plans and related documents. Attends plan review conferences for future projects. Corrects general notes, specification lists and estimates. Prepares special specifications, special provisions, and supporting documents. Processes PS&E revisions submitted by districts and divisions. Provides utility companies and right-of-way appraisers with copies of plans. Submits plans, specifications, estimates and supporting documents to divisions after completing final review. Uses computer applications to enter, revise, store and maintain PS&E support documents and files. Performs other job responsibilities as assigned.
- Plan reviewer II: Participates in PS&E review with other divisions and/or governmental agencies. Performs detail design and quantity checking of plans, specifications, and estimates. Responsible for PS&E review for a district. Answers inquiries on final PS&E policies and procedures. Assists in making corrections and/or revisions to plans and related documents. Assists in PS&E processing for letting, including reproductions and distributions. Attends plan review conferences for future projects. Corrects general notes, specification lists and estimates. Submits plans, specifications, estimates and supporting documents to divisions after completing final review. Uses computer applications to enter, revise, store and maintain PS&E support documents and files. Performs other job responsibilities as assigned.
- Plan reviewer III: May train other employees. Performs and coordinates the detail design and quantity checking of plans, specifications and estimates. Answers inquiries on final PS&E policies and procedures. Requirements
Education: High School Grad or Equivalent in general high school studies. Experience: 2 years of experience in administrative support, design, drafting, engineering support, plan preparation or review, or related experience. (Experience can be satisfied by full time or prorated part time equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis.
Qualifications
- Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Proficient skill in Giving attention to detail and reviewing information to identify any errors and problems; ensuring consistency and available for use by all districts/divisions. Public relations for maintaining effective working relationships with individuals and groups, both internal and external. Clarity of information. Design review. Performing calculations using algebra, trigonometry and geometry. Preparing and maintaining confidential and sensitive records, files, and report. Using computers, applicable programs, applications, and systems. Some skill in: Communicating technical information effectively.
- Plan Reviewer III: Some knowledge of Applicable plans, specifications and estimates preparation, review, processing and compliance requirements. Plan review methods, processes and procedures. Applicable laws, rules, and regulations. Proficient skill in Giving attention to detail and reviewing information to identify any errors and problems; ensuring consistency and available for use by all districts/divisions.
