TWDB - 26 -102: Outlays Reviewer Specialist (Program Specialist I-II)
About the role
The Texas Water Development Board (TWDB) seeks a Program Specialist to join our team. This position performs routine to moderately complex services reviewing and analyzing financial data.
Responsibilities
- Analyzes and approves disbursement requests in the form of outlay reports submitted to the TWDB in accordance with approved procedures and programmatic requirements.
- Ensures that all documents are accurate and maintained with exemplary organization and quality and are accurate for review and payment processing and/or release.
- Reviews budgets, invoices, and incoming outlays.
- Collaborates with RWPD engineering staff on project status and budget issues.
- Coordinates with PAR on outlay processing.
- Audits and verifies financial data.
- Maintains confidential and sensitive information.
- Trains others.
Requirements
Graduation from an accredited four-year college or university with a bachelor's degree in Public Administration, Planning, Science, Business, Finance, or a related field. One year of relevant work experience in finance and/or accounting for Program Specialist I, two years for Program Specialist II. Previous experience with government payment processing, federal funding programs, and processing, reviewing, or creating invoices and/or payment requests is preferred.
Qualifications
- Advanced-level skills with Microsoft Office Suite, primarily Excel, Word, and Outlook.
- Experience using other Microsoft applications including Teams, Planner, and SharePoint.
- Knowledge of local, state, and federal laws and regulations relevant to the Regional Water Project Development Division.
- Knowledge of the principles and practices of public administration.
- Knowledge of federal funding programs.
