General Description
This position assists the Utility Billing Clerk Specialist with duties related to the Utility Billing process, receipting, and secretarial/clerical tasks for the City Treasurer. Work is confidential due to the Red Flags Rule.
Essential Functions
- Receives and processes daily monetary transactions.
- Prepares daily bank reconciliation on spreadsheets.
- Collaborates with the Utility Billing Clerk Specialist for daily balancing and bank deposits.
- Represents the City as the primary contact person for the public.
- Responds to customer inquiries and concerns in person or over the phone.
- Orders supplies and maintains record retention.
- Prepares miscellaneous invoices for water, fire, and leasehold charges and interfund transfers.
- Maintains monthly tracking of Business Registration accounts through the Department of Revenue.
- Posts monthly revenues and expenditures to Treasurer’s spreadsheets.
- Posts utility taxes to spreadsheets monthly.
- Keeps the City Treasurer informed of significant and important events, activities, and reconciliations.
- Assists and/or acts in place of the Utility Billing Clerk Specialist in utility billing and bulk mailings.
- Supports the Utility Billing Clerk Specialist in answering phones and serving customers during peak periods.
- Completes and assists in projects assigned by the City Treasurer.
- Maintains and accounts for the fixed asset system and completes a physical inventory.
- Performs secretarial duties within the department.
Education And/Or Experience
- High school diploma or equivalent.
- Minimum of two (2) years prior accounting and/or bookkeeping experience, emphasizing cash handling and accounts receivable.
- Experience with computer/word processing systems, particularly Microsoft Windows and Quicken.
- Proficiency with Excel spreadsheets.
- Type 50 net words per minute minimum.
- Good oral and written communication skills.
- Ability to meet work deadlines, work independently, maintain efficiency, and produce accurate work despite interruptions.
- Control emotions and manage stress effectively.
- Work in an environment with frequent interruptions, multiple demands, and a variety of tasks.
- Communicate with members of the public who may be upset or verbally abusive.
Requirements, Certifications, And Licenses
- Valid Washington State Drivers License.
Work Environment
- Rarely works more than 40 hours per week.
- Most duties performed indoors on City property.
- Frequent sitting and standing.
- Frequent stooping and crouching.
- Occasional use of a ladder.
- Minimal exposure to undesirable conditions.

- Extended concentration and other situations causing mental or physical fatigue.
