TRANSPORTATION RESOURCE MANAGER

This position is in the Base Support Vehicles/Equipment/Transportation Division of NAVFAC Engineering Command Mid-Atlantic.

Responsibilities

• Apply appropriate policy and guidance on fleet management, financial management, and data management topics and issues (e.g., Federal, DoD, Navy, and NAVFAC transportation and financial policies).
• Set policy and operating guidelines for fleet managers, data and funds managers, and program analysts to ensure all areas operate toward consistent goals.
• Review and evaluate costs, revenue, and budgetary guidance to ensure rates for all transportation services are developed accurately and reflect controls provided by higher authority.
• Develop guides and standard operating procedures (SOPs) for transportation programs where none exist and update existing guidance as needed.
• Review and interpret new and established directives, instructions, and regulations for potential impact on major program objectives and operating policies.
• Analyze financial and management reports regarding operations and evaluate the effect of corrective actions on the overall utilization of manpower and resources.
• Manage support personnel engaged in financial/database management, transportation program management, and fleet asset procurement.

Requirements

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must include:

• Developing operating plans and budgets to achieve fleet and financial management needs for Transportation operations/services.
• Leading or managing other personnel in ensuring proper resources are provided and accounted for to meet a command's transportation needs.
• Applying principles, concepts, and methods of analysis and business management to evaluate all Transportation programs within a command.
• Developing standard operating procedures and guides related to Transportation programs for dissemination across the command.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

• This position will be transferring to Commander, Navy Installations Command (CNIC).
