Transportation Maint Tech I or II

About the role

Performs routine or moderately complex transportation operations and maintenance support work such as roadway maintenance and repair; light and heavy equipment operation; preventive and minor maintenance on equipment; traffic control; and helping the public during emergency situations. Work requires contact with private entities.

Responsibilities

• Identifies, repairs, and installs signs, delineators, mailbox supports and posts; performs basic welding as needed.
• Uses/moves equipment/tools, materials and products related to sign and post work.
• Assists with traffic control: places and gathers cones, warning signs and barricades; flags traffic; determines placement of traffic control devices and installs/moves devices.
• Maintains highways and rights-of-way; performs roadway repairs; erects and repairs guard rails, highway markers and signs; hauls materials and equipment to job sites.
• Moves/picks up litter and roadway debris; mows rights-of-way and picnic and rest areas; performs plant and landscape maintenance including trimming trees and brush.
• Operates light equipment such as a front-end loader (one and a quarter cubic yard or less), pneumatic roller, rotary broom, spreader box, backhoe, street sweeper, and mower.
• Performs preventive maintenance inspections (PMI), routine servicing and minor repairs on equipment and completes various required reports including timekeeping, equipment forms, inventory, accident forms, and PMI.
• Sands or cleans bridges and roads, posts warning signs, helps the public and performs other work as directed during emergency situations such as floods, tornadoes, hurricanes, snowstorms, accidents, and hazardous material spills.
• Inspects traffic control devices and their placement at construction project sites for compliance with specifications, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices (Tech II only).
• Operates heavy equipment such as a front-end loader (one and a half cubic yard or more), tractor-trailer haul truck, large dragline, shovel, paint striper, and dump truck (Tech II only).
• Provides support to local law enforcement officials at accident sites; assists stranded motorists as required (Tech II only).

Minimum Qualifications

Transportation Maint Tech I

• No education required.
• No experience required.
• Related technical training or education from an accredited institution may be substituted for experience on a year per year basis.
• Valid driver’s license at the time of application; must obtain a Commercial Class “A” Driver’s License with an “N” Endorsement or have obtained a CDL “A” License within 120 calendar days from date of employment.

Transportation Maint Tech II

• No education required.
• One year experience in transportation engineering support, roadway maintenance, construction inspection, heavy equipment operation, or related work experience (experience can be satisfied by full time or prorated part time equivalent).
• Related technical training or education from an accredited institution may be substituted for experience on a year per year basis.
• Valid driver’s license at the time of application; must obtain a Commercial Class “A” Driver’s License with an “N” Endorsement or have obtained a CDL “A” License within 120 calendar days from date of employment.

Preferred Qualifications

• Commercial Driver’s License.

Skills and Competencies

Transportation Maintenance Tech I

• Some knowledge of methods, procedures, equipment, and materials used in intermodal transportation engineering construction and maintenance work; the Texas Manual on Uniform Traffic Control Devices; maintenance concepts, methods, policies, and requirements.
• Some skill in using basic mathematical fundamentals; prioritizing and organizing work assignments; using applicable hand and power tools, equipment, and mechanical devices of the trade; operating light and heavy highway equipment; maintaining a safe and effective working relationship with others.
• Ability to communicate effectively and follow verbal and written instructions.

Transportation Maintenance Tech II

• Includes all competencies listed for Transportation Maint Tech I as well as:
• Considerable knowledge of materials used in highway/bridge construction and maintenance; the Texas Manual on Uniform Traffic Control Devices; basic vehicle mechanics, maintenance and repair procedures.
• Proficient skill in using basic mathematical fundamentals; prioritizing and organizing work assignments; using applicable hand and power tools, equipment, and mechanical devices of the trade; operating light and heavy highway equipment; maintaining a safe and effective working relationship with others.

Physical Requirements

• Subject to environmental conditions; protection from weather but not temperature changes.
• Subject to outside environmental conditions; no effective weather protection.
• Subject to inside and outside environmental conditions.
• Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
• Subject to noise, vibration, hazards (moving vehicles/mechanical parts, high places/heat, or chemicals), atmospheric conditions (fumes, odors, dusts, mists, gases, poor ventilation), and air and/or skin exposure to oils and other cutting fluids.
• Required to wear protective gear (respirator, hard hat, or other devices).
• Works frequently in small/crawl spaces; manholes; areas that can cause claustrophobia.
• Works in narrow aisles or passageways.
• Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
• Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
• Medium work: Lift up to 50 lbs. at a time and frequently lift or carry objects up to 25 lbs.
• Activities include climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, repetitive motion, and close and distance visual acuity.

Conditions of Employment

• Must pass a drug test prior to employment for safety impact positions; this is a Safety Impact position subject to random drug testing.
• The Department of Transportation’s Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result.
• Must be able to report for duty within 60 minutes of notification on a 24-hour basis to respond to emergency situations.
• Must successfully obtain Texas Class “A” CDL within 120 days of employment if using US Military CDL Equivalent.
