About the Role

The Central Surveys Geodetics Section establishes and maintains horizontal and vertical survey control throughout the state, ensuring access to the National Spatial Reference System (NSRS) via nine statewide base stations that are part of the NOAA CORS Network (NCN). This network supports surveyors, engineers, scientists, GIS users, and other GNSS users in maintaining a consistent and accurate coordinate system for planning, design, and construction of CTDOT projects. The section also partners with the federal government and the University of Connecticut (UCONN) in developing, implementing, and operating the ACORN real-time GNSS network.

The selected Transportation Engineer 3 will serve as the CT State Geodetic Coordinator, acting as the liaison between the state and the National Geodetic Survey. This role involves supervising and leading staff, conducting extensive geodetic, photogrammetric, bathymetric, and LiDAR control surveys, and directing field crews to perform this work efficiently and safely.

Responsibilities

  • Performs field surveys in support of district survey forces.
  • Ensures the quality and completeness of collected data and deliverables for geodetic survey tasks.
  • Trains crew members and provides technical guidance to CTDOT survey operations, municipalities, private survey companies, and the public.
  • Researches, recovers, and sets geodetic control.
  • Implements new technology, specifications, techniques, procedures, and internal policies.
  • Responsible for the research, testing, and procurement of survey equipment and software for the four CTDOT District survey offices.
  • Oversees a group of engineers and personnel in construction of highways or other transportation projects.
  • Acts as a liaison with consulting engineers and trains in-house and consultant inspectors.
  • Reviews construction final cost estimates and verifies final payments.
  • Serves as technical advisor for construction projects.
  • Develops and maintains cost data, standards, and specifications for highways and bridges.
  • Oversees preliminary reconnaissance location surveys, boundary surveys, and materials testing.
  • Prepares comprehensive reports, survey reports, and recommendations on highway location.
  • Distributes, prioritizes, oversees, and reviews unit work as assigned by the supervisor.
  • Provides staff training, conducts or assists in performance evaluations, and acts as liaison with operating units and agencies.

Requirements

  • A Bachelor’s degree in engineering or construction management.
  • Three (3) years of experience in transportation construction engineering.
  • One (1) year of the General Experience must have been at the working level in a professional transportation construction engineering capacity (equivalent to a Transportation Engineer 2 in Connecticut state service).
  • Considerable knowledge of principles and practices in transportation construction engineering, including construction, surveys, geodetic surveys, and materials testing.
  • Knowledge of highway construction methods, materials, operational methodologies, and administrative/financial controls.
  • Strong analytical, problem-solving, and technical report development skills.
  • Excellent interpersonal, oral, and written communication skills.
  • Ability to interpret and apply principles of information systems and technologies, analyze plans and estimates, and supervise staff.
