Responsibilities

  • Perform quality assurance review and analysis of Feasibility Study Reports, Scoping Documents, and Design Approval Documents.
  • Prepare and process Feasibility Study Reports, Scoping Documents, and Design Documents for approval.
  • Provide review comments and compile all comments from Design.
  • Update report review log for all documents received for review.
  • Update Yearly Report logs for FHWA and Environmental documentation.
  • Review and process reevaluations for DQAB consultation submission and later for approval.
  • Distribute and collect comments from Design for Clearance Review.
  • Assist in setting up public hearing/information events.
  • Provide support to the Project Manager.
  • Participate in public hearing/information events.
  • Assist in keeping unit memorandums up to date and preparing any necessary memorandums.
  • Participate in preparing Study Reports, Scoping Reports, and Design Reports.
  • Review Permits and provide comments.
  • Review Accident Analysis and Capacity Analysis reports.
  • Participate in the Value Engineering Study Process.
  • Prepare draft letters for Regional Design Engineers, Regional Directors, or Main Office signatures.
  • Prepare technical correspondence for written and oral presentations.
  • Serve a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

Requirements

Preferred candidates should possess good written and oral communication skills as well as proficiency in computer programs such as Microsoft Office and Microsoft Excel.

Qualifications

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). To be considered for appointment through NY HELPS or 55 b/c, candidates must meet the open competitive minimum qualifications for this position.

  • Transportation Analyst Trainee 1: Four years of experience directly related to highways or transportation in either planning, engineering management, systems analysis, or quantitative analysis of transportation or highway systems, including direct responsibility for preparing written materials such as narrative reports, letters, or memoranda, or supervision of such activity.
  • Transportation Analyst Trainee 2: Five years of experience as described above.
  • Transportation Analyst 1: Six years of experience as described above.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview. Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Information

Applicants must be currently authorized to work in the United States on a full-time basis. For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, meaning no examination is required but all candidates must meet the minimum qualifications of the title. At a future date, employees hired under NY HELPS may have their non-competitive status converted to competitive status without examination, affording them the same rights and privileges as competitive class employees.

While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified. If you are on the Professional Career Opportunities (PCO) eligible list, please state that along with your score in your cover letter.

Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized by the U.S. Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency.

Pay

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
