About the Role

This position is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS) and is located in Region 3, Planning and Program Management Group, Syracuse, NY. Applicants must be currently authorized to work in the United States on a full-time basis.

Responsibilities

  • Reviewing and processing payment requests for local projects in accordance with the Local Projects Manual.
  • Documenting and monitoring status of local projects agreements and project deliverables.
  • Assisting the CHIPs Coordinator with processing reimbursement requests for the Consolidated Highway Improvement Program (CHIPs) and related programs that provide quarterly reimbursements to municipalities for local transportation improvements.
  • Assisting with outreach and project selection for Capital Program Update, special funding programs such as Transportation Alternatives Program, and other statewide initiatives as needed.
  • Serving on a rating team for special initiatives.
  • Assisting with other Planning and Program Management Group functions, which may include rail, aviation, or port coordination; participation in Metropolitan Planning Organization studies; Capital Program Update; and data analysis.
  • Serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Qualifications

Minimum qualifications for different levels of the position are as follows:

  • Transportation Analyst Trainee 1: Four years of experience directly related to highways or transportation in planning, engineering management, systems analysis, or quantitative analysis of transportation or highway systems. Experience must include direct responsibility for preparing written materials such as narrative reports, letters, or memoranda, or supervising such activity.
  • Transportation Analyst Trainee 2: Five years of experience as described above.
  • Transportation Analyst 1: Six years of experience as described above.

Substitutions: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Candidates may also qualify for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Required educational credentials must be awarded by an educational institution accredited by a regional, national, or specialized agency recognized by the U.S. Department of Education/Secretary of Education. If awarded outside the U.S., independent verification of equivalency is required.

Pay

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations, and negotiated union contracts.
