    About the role

    MassAbility prides itself on being a state agency that helps support eligible individuals in leading their most independent lives. As part of the Moving Forward Program (MFP) division of MassAbility, eligible Participants are supported in finding housing and transitioning from Skilled Nursing Facilities and other restrictive settings to less restrictive settings in the community, where they can access a variety of supports through eligible programs such as the Home and Community-Based Service Waivers and the MFP-Demonstration. The Transitional Assistance Program is a cornerstone of this work in that we can work with contracted providers to gather necessary housing documents, find housing, purchase allowable, quality, and necessary household items, and ultimately assist participants in transitioning to the community, where they can take advantage of other supports to remain as independent as they choose to their best ability. MassAbility seeks an outgoing, process-oriented team player to join the Transitional Assistance Support Staff team. To be successful in this role, you must be detail-oriented, collaborative, and a stellar communicator. You enjoy teaching others and are motivated to make a difference in the lives of others. In the capacity of a Transitional Assistance Support Staff member, you are responsible for the oversight, management, training, and ongoing facilitation of the program.

    Responsibilities

    • Provide ongoing guidance and training, including consultation, to state agency staff and provider agencies.
    • Manage modification billing, support, and training for Housing Search Entity/Transitional Assistance/Home & Vehicle modification.
    • Manage program fiscal needs in partnership with the Office of Financial Management and Budget to comply with all fiscal requirements.
    • Compile and organize data for TA claims, etc.
    • Liaise with providers regarding billing.
    • Assist with tracking and processing Home Modification and Vehicle Modification billing in collaboration with the Adaptive Services Supervisor, Transitional Assistance Office Support Specialist, and Waiver Business Improvement Partner.
    • Ensure that forms are effective and straightforward to use and monitor.
    • Ensure that all information MassAbility provides to state agency staff and providers is consistent, accessible, and understandable.
    • Provide information to state agency staff and providers as TA/HSE system changes occur.
    • Prepare reports and compile data, create and maintain databases and spreadsheets using computer software or databases.
    • Conduct ongoing TA/HSE training for each agency involved and biannual TA/HSE training for provider agency staff.
    • Train and retrain for agencies and providers that do not comply with standards established in the procurement.
    • Maintain accurate and up-to-date listings of TA, HSE, and HAA providers, querying providers every six months to ensure that the listing is current and accurate.
    • Maintain a database of open TA referrals and assist in comparing open TA/HSE census data to billing data to reconcile potential billing that may not have been received monthly and quarterly.
    • As directed by the Business Improvement Partner and TA Coordinator, maintain quarterly and, as directed, monthly outreach to providers to ensure billing is received promptly.
    • Participate in program Staff Meetings and all necessary training.

    Requirements

    • Extensive knowledge of and experience working on business processes and management.
    • Proficient usage of Microsoft Office products, including Word, Access, Outlook, Excel, and PowerPoint.
    • Excellent written and oral communication skills.
    • Proficiency in developing and issuing state agency procurements; experience in designing and modifying business forms.
    • Demonstrated experience in developing and providing training programs to state agency staff and providers; experience developing training materials.
    • Record of working with Medicaid programs, state agencies, and community-based service providers.
    • Minimum Entrance Requirements: Applicants must have at least (A) three years of full time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, or (B) any equivalent combination of the required experience and the substitutions below.
    • Substitutions:
      • I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required experience.*
      • II. A Graduate degree with a major in business administration, business management or public administration may be substituted for the required experience.*
      • III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required experience.*
      • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
    • Salary placement is determined by a combination of factors, including the candidate’s years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division’s Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range.
