About the role
The Minnesota Department of Natural Resources (DNR) is seeking multiple full-time Human Resources Technicians to join our Transactions team in St. Paul, MN. This position works in a fast-paced, multi-tasking environment, performing human resources transactions and providing technical personnel support to HR staff, managers, supervisors, and employees. The role ensures HR functions are completed accurately and timely in accordance with state and federal laws, state policies, and applicable collective bargaining agreements. The successful candidate will work effectively as part of a team while independently prioritizing deadline-driven and time-sensitive work.
Responsibilities
- Process personnel transactions in the State’s personnel/payroll system (SEMA4).
- Serve as a Designated Department Insurance Representative (DDIR) and provide employees with information and assistance regarding benefits.
- Serve as a Retirement Coordinator and assist employees throughout the retirement process.
- Perform general administrative and personnel-related activities.
- Provide support and assistance to HR staff, managers, supervisors, and employees on personnel matters.
- Respond to and provide guidance on a variety of human resources inquiries.

Preferred Qualifications
- Skills using a human resources information system (HRIS) sufficient to review employee and position information and accurately enter and update employee data.
- Knowledge of collective bargaining agreements and their application to employee-related matters.
- Computer skills, including word processing, spreadsheet, and database software, sufficient to accurately review and enter data, prepare employee correspondence and memoranda, generate reports, and perform other administrative tasks.
- One (1) year of experience performing paraprofessional, clerical, or technical duties in an office setting, including a variety of administrative and program support functions.
Schedule
- Day shift: Monday - Friday
- During the probationary period, the selected candidate will be required to work onsite full time for training and onboarding.
- Following the probationary period, the position may be eligible for a flexible work arrangement, including part-time telework, with supervisory approval.
Pay
$22.72 - $31.99 / hourly; $47,439 - $66,795 / annually
