This recruitment will fill four (4) temporary-exempt positions within the Learning and Organizational Development (L&OD) Unit of the Human Services Agency (HSA). The assignment duration is twelve (12) months, with appointments authorized under Charter Section 10.104-18 for special projects or professional services, not to exceed one year.

About the Role

Under the direction of the Learning and Development Induction Manager, the Training Officer delivers and evaluates training programs focused on CalFresh (CF) and Medi-Cal (MC) benefit administration. This role involves creating curriculum and instructional materials, conducting instructor-led training, and ensuring staff understand eligibility rules and case-processing requirements. The position collaborates with SF Benefits Net (SFBN) and Alignment and Guidance (A&G) training staff to guide the Induction process, which spans 6 months and includes classroom instruction, business process training, and on-the-job learning. This role will enhance the Agency’s capacity to address vacancies and plan for future workforce development needs.

Responsibilities

  • Determine training needs, develop and deliver course content, evaluate training effectiveness, and maintain curriculum and materials to align with current laws, rules, and regulations.
  • Facilitate training across multiple modalities by delivering presentations, leading activities, mentoring trainees, and ensuring equitable and accessible learning environments.
  • Maintain and improve training materials through ongoing review, research, collaboration, and quality control of content, assessments, and related processes.
  • Evaluate trainee progress by developing and grading assessments, analyzing results, conducting check-ins, and providing individualized support.
  • Oversee daily classroom operations and coordinate with Program training staff on updates, logistics, projects, and curriculum development.
  • Evaluate the effectiveness of training programs by assessing learning outcomes, gathering and analyzing feedback, facilitating workshops, and preparing reports.
  • Assess individual, team, and organizational learning needs by analyzing information from assessment tools, evaluations, reports, complaints, interviews, and other relevant documents or consultations.
  • Provide supervision and support to Program Specialists by guiding their training activities, delivering coaching and feedback, assisting with classroom preparation and materials management, and ensuring accurate completion of administrative tasks.

Requirements

Education: Possession of a baccalaureate degree from an accredited college or university.

Experience: Two (2) years of verifiable experience designing, organizing, and conducting employee training programs.

  • Substitution of Education: Additional qualifying experience may substitute for the required education on a year-for-year basis (30 semester units/45 quarter units equal one year of experience).
  • Substitution of Experience: Possession of a Master of Arts degree may substitute for one year of the required experience, or verifiable experience in teaching adults and developing lesson plans may substitute on a year-for-year basis.

Desirable Qualifications

  • Experience creating, delivering, and evaluating training related to social service programs, preferably CalFresh and Medi-Cal.
  • Experience using CalSAWS.
  • Experience undergoing major system changes (e.g., CDS to CalWIN, CalWIN to CalSAWS).
  • Proficiency using Microsoft Office tools and learning applications/software (e.g., Word, Outlook, Teams, PowerPoint, Kahoot, CANVA).

Pay

Salary Range: $113,880.00 – $149,110.00 yearly.

Schedule

This is a Temporary-Exempt (TEX) Category 18 Appointment limited to one (1) year, structured in six (6) month increments at the discretion of the Appointing Officer.
