Pay Grade 14 | Salary: $43,211 – $64,816 Annually

About the Role

The Division of Emergency Management is hiring a Training Development Specialist II to develop, conduct, and evaluate training programs. This role involves analyzing training needs, creating multimedia presentations, and preparing training materials.

Responsibilities

• Develops, delivers, and assesses material, courses, presentations, and manuals specific to exercises supported by the division.
• Collaborates with local, state, and federal partners (including FEMA) to produce exercises that enhance preparedness for the Commonwealth.
• Arranges in-person training, multimedia offerings, workshops, conferences, and other venues to maximize training access for grant subrecipients.
• Obtains and maintains subject matter awareness of federal and state program requirements, policies, procedures, regulations, and statutes to ensure accurate exercise execution.
• Assesses the effectiveness of exercise deliveries and materials to meet desired outcomes.
• Ensures evaluations of exercises are conducted accurately and after-action plans are carried out.
• Supports and fills a role within the Commonwealth Emergency Operations Center during activations, exercises, or planning activations.

Requirements

• Education: Bachelor’s degree from an accredited college or university.
• Experience, Training, or Skills: Two years of professional experience in planning, coordinating, or conducting staff development and training courses, personnel administration, teaching, or professional experience in providing or administering human services or governmental programs.

Substitutions

• Education for Experience: Graduate study in psychometrics, industrial relations, psychology, statistics, education, or a related field may substitute for required experience on a year-for-year basis.
• Experience for Education: Additional experience in the above areas may substitute for required education at a rate of one year of experience for two years of education.
• Military Experience: Current or prior military experience may substitute for required college education on a year-for-year basis.

Working Conditions

• Primarily office-based with occasional travel required.

Probationary Period

This position has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
