About the role

The Virginia Department of Veteran Services (DVS) is seeking a dedicated and experienced professional to serve as the Training and Operations Specialist. This position will assist the VA Veterans & Family Support (VVFS) department and is necessary to support the effective and compliant delivery of program services. The role ensures consistency in training, operational processes, and service delivery across staff while strengthening program oversight and accountability in alignment with state requirements.

As program demands expand, this position will develop and implement standardized training curricula, facilitate onboarding for new staff, and provide ongoing technical assistance to ensure staff competency and adherence to program expectations. The role also supports operational functions by evaluating workflows, identifying process improvement opportunities, and implementing strategies to enhance efficiency and service delivery outcomes. Additionally, it contributes to performance monitoring and reporting by supporting data collection, tracking key performance indicators, and assisting with quality assurance efforts.

Responsibilities

  • Develop and implement standardized training curricula for staff.
  • Facilitate onboarding for new staff and provide ongoing technical assistance.
  • Analyze training needs and evaluate program effectiveness.
  • Support operational functions by evaluating workflows and identifying process improvement opportunities.
  • Implement strategies to enhance efficiency and service delivery outcomes.
  • Contribute to performance monitoring and reporting, including data collection and tracking key performance indicators.
  • Assist with quality assurance efforts.

Requirements

  • Knowledge of adult learning theory and instructional design methodologies.
  • Ability to develop and deliver engaging training for diverse audiences.
  • Strong facilitation, presentation, and communication skills.
  • Proficiency with learning management systems and common training technologies.
  • Strong organizational skills and attention to detail.
  • Ability to work independently and collaboratively in a public-sector environment.
  • Experience in training, instructional design, workforce development, or a related area.
  • Equivalent combinations of education and experience may be considered.
  • Experience developing online or blended learning programs.

Preferred Qualifications

  • Experience in state or local government.
  • Experience in human services, education, organizational development, public administration, or a related field.
  • Knowledge of adult learning principles.
  • Familiarity with compliance, regulatory, or policy-driven training environments.
  • Certification in training or instructional design (e.g., CPTD, CPLP, ATD certification).

Pay

$65,000–$70,000 per year.
