About the role

Provides professional expertise and leadership in initiating, developing, implementing, integrating, and maintaining Countywide human resource compensation processes. Analyzes and designs processes and systems to effectively attract, reward, and motivate County workforce.

Responsibilities

  • Advises management regarding the application of compensation processes.
  • Develops or improves human resource compensation processes ensuring that they support Countywide processes, initiatives, and strategies.
  • Implements new or revised Countywide programs or policies across Offices/Departments.
  • Counsels with executive management to define and assess the long-term effect of compensation strategies.
  • Leads Countywide teams responsible for the implementation and integration of policies and procedures that support human resource strategies.
  • Develops Countywide plans and schedules for compensation processes.
  • Captures and consolidates source data into management information presentations.
  • Develops training materials and instructs others in the use of specific compensation resources, processes or procedures.
  • Integrates the implementation of human resource initiatives with other business activities.
  • Investigates and recommends policy applications to support business objectives.
  • Leads Countywide initiatives and gathers and shares best-practice information with other senior professionals both inside and outside of the Department.
  • Provides compensation and classification direction to assigned departments, serving as the advisor and technical analyst for all related policy/practice questions and requirements.
  • Provides technical support concerning development and interpretation for human resources policies and related procedures.
  • Updates and formulates policies and/or procedures as necessary.
  • Maintains constant network of resources in the outside market to obtain information on comparable policies and maintain competitiveness.

Requirements

  • A Bachelor's Degree in business administration with an emphasis in human capital management or a related field; Master’s degree preferred.
  • Five years of senior level administrative experience in public sector human resource management.
  • In-depth knowledge of compensation theory, philosophies, techniques and practices including market analysis and incentive plan design.
  • Comprehensive knowledge of the principles, practices, and operating requirements of human resources management; employment, employee benefits, and labor relations; applicable federal and state laws; municipal management; budgeting; and planning.
  • Comprehensive knowledge of applicable federal and state employment laws.
  • Ability to develop and administer human resources policies, procedures, rules, and regulations.
  • Ability to identify and implement federal and state programs in the context of impact on local and public human resources policies.
  • Knowledge of assessment tools and the ability to evaluate the effectiveness of on-going programs and the ability to develop refinements and/or corrective solutions.
  • Ability to establish and maintain effective working relationships with others including elected and appointed officials, employees, community representatives, and citizens; handle sensitive situations with tact and diplomacy; communicate effectively both verbally and in writing; establish and fulfill goals and objectives; and establish and administer budgets.

Supplemental Information

Work is characterized by the requirement to thoroughly analyze facts and concepts from various levels and sources wherein only generally defined principles and standards exist to indicate a course of action or solution. Extensive contact with County officials, supervisors, peers, subordinates, employees, and the general public. Information is frequently of a highly technical and sensitive nature requiring a high degree of professionalism and confidentiality. Work is usually confined to a standard office environment with occasional travel outside the office.
